Vice Chair Snow called the meeting to order at 4:20 p.m.
MOTION: Rep. Lifferth moved to approve the minutes of the February 19, 2015, February 23, 2015, February 24, 2015, and February 25, 2015 meetings. The motion passed unanimously with Rep. Christensen, Rep. Eliason, Rep. Hutchings, Rep. McCay, and Rep. Moss absent for the vote.
H.B. 335 Stem Action Center Amendments (Rep. J. Stanard)
Rep. Stanard explained the bill to the committee with the assistance of Dean Robert L. Eves, Science and Engineering, Southern Utah University, and distributed "SUU, Southern Utah University, Southern Utah Stem Consortium" and "DSU, Dixie State University Technology Pipeline Proposal."
MOTION: Rep. Poulson moved to replace H.B. 335 with 1st Sub. H.B. 335. The motion passed unanimously with Rep. Christensen, Rep. Eliason, Rep. Hutchings, and Rep. Moss absent for the vote.

H.B. 93 School District Amendments (Rep. C. Hall)
Rep. Hall explained the bill to the committee.

MOTION: Rep. McCay moved to amend the bill as follows:

H.B. 360 Utah Education Amendments (Rep. L. Christensen)
Rep. Christensen explained the bill to the committee.
MOTION: Rep. Christensen moved to amend the bill as follows:
1. Page 3, Lines 78 through 82:
78 (c) Parents and guardians have the primary responsibility for the education of their
79children and elect representatives in the Legislature and on state and local school boards to
80administer the state public education system, which provides extensive support and assistance.
81All children of the state are entitled to a free elementary and secondary public education as provided in Utah Constitution,
82Article X.

H.B. 367 Education Ethics Training Requirement (Rep. J. Briscoe)
Rep. Briscoe explained the bill to the committee and distributed "Part II, Non-Licensed Employees" and "HB 367 Educator Ethics Training Requirement."

H.B. 363 School Land Trust Program Amendments (Rep. R. Cunningham)

426Subsection [(2)] (3)(a) up to an amount equal to [2%] { 5% } 3% of the funds provided for the
427Minimum School Program, pursuant to Title 53A, Chapter 17a, Minimum School Program
428Act, each fiscal year.
2. Page 22, Lines 655 through 659:
655 (1) If the amount of money prescribed for funding the School LAND Trust Program in
656Section 53A-16-101.5 is less than or greater than the money appropriated for the School LAND
657Trust Program, the appropriation shall be equal to the amount of money prescribed for funding
658the School LAND Trust Program in Section 53A-16-101.5, up to a maximum of an amount
