Chair Dayton called the meeting to order at 4:14 p.m.

 

H.B. 251 Sub. 1          Amendments to the Interlocal Act (Rep. Johnny Anderson)

 

Rep. Anderson explained the bill to the committee.

 

MOTION:  Sen. Hinkins moved to adopt the following amendment:

1.     Page 17, Lines 516 through 519:           


                                     516   (f)  the process, conditions, and terms for withdrawal of a participating public agency

                                     517from the interlocal entity or the joint or cooperative undertaking;   {and} 

                             (g)(i) whether voting is based upon one vote per member or weighted; and

     (ii) if weighted voting is allowed, the basis upon which the vote weight will be determined; and 

                                     518   [(f)]   {(g)}    (h)    any other necessary and proper matters.

                                     519   (2)  Each agreement under Section 11-13-203 or 11-13-205 that creates an interlocal

 

The motion passed unanimously with Sen. Escamilla and Sen. Thatcher absent for the vote.

 

MOTION:  Sen. Hinkins moved to pass the bill as amended out favorably.  The motion passed unanimously with Sen. Escamilla and Sen. Thatcher absent for the vote.

 

MOTION:  Sen. Hinkins moved to approve the minutes of the March 3, 2015 meeting.  The motion passed unanimously with Sen. Escamilla and Sen. Thatcher absent for the vote.    

 

H.B. 242      State and Local Government Employee Policies (Rep. J. Miller)

 

Rep. Miller explained the bill to the committee.

 

Spoke for the bill:                   Ms. Nan Streeter, Utah Department of Health

                                                Ms. Lacy Smith, citizen

MOTION:  Sen. Escamilla moved to pass the bill out favorably.  The motion passed with Sen. Dayton voting in opposition and Sen. Jackson absent for the vote.

 

H.B. 245      Incorporation Process for Cities and Towns (Rep. M. Brown)

 

Sen. Dayton relinquished the Chair to Sen. Hinkins.

 

Rep. Brown explained the bill to the committee.      

 

MOTION:  Sen. Thatcher moved to pass the bill out favorably.  The motion passed unanimously with Sen. Dayton and Sen. Jackson absent for the vote.

 

MOTION:  Sen. Thatcher moved the bill be placed on the Consent Calendar.  The motion passed unanimously with Sen. Dayton and Sen. Jackson absent for the vote.

 

H.B. 321 Sub. 1          Vote by Mail Revisions (Rep. J. Westwood)

 

Rep. Westwood explained the bill to the committee.

 

Sen. Hinkins relinquished the Chair to Sen. Dayton.

MOTION:  Sen. Hinkins moved the bill be placed on the Consent Calendar.  The motion passed unanimously with Sen. Jackson absent for the vote.

 

MOTION:   Sen. Hinkins moved to adjourn.  The motion passed unanimously.

 

Chair Dayton adjourned the meeting at 4:54 p.m.
