Chair Bramble called the meeting to order at 4:25 p.m. and announced that at the request of the sponsor S.B. 186 would not be heard today.

 

MOTION:  Sen. Davis moved to approve the minutes of the February 17, 2015 meeting.  The motion passed unanimously.

 

S.B.   198     Alcoholic Beverage Control Amendments (J. Stevenson)

 

Sen. Stevenson explained the bill to the committee assisted by Nina McDermott, Utah

Department of Alcoholic Beverage Control.

 

MOTION:  Sen. Mayne moved to pass the bill out favorably.  The motion passed

                     unanimously with Sen. Henderson and Sen. Davis absent for the vote.

 

Sen. Weiler assumed the Committee Chair.

 

S.B.  157         Government Records Access and Management Act Amendments

                        (C. Bramble)

 

Sen. Bramble explained the bill to the committee.

 

MOTION:  Sen. Bramble moved to pass the bill out favorably.  The motion passed unanimously with Sen. Davis absent for the vote.

 

Sen. Bramble resumed the Committee Chair.

 

S.B.   190     Mobile Home Park Helpline (D. Thatcher)

 

Sen. Thatcher explained the bill to the committee.

 

Mark Steinagel, Division Director, Department of Commerce further clarified the bill and  

answered questions from the committee.

MOTION:  Sen. Mayne moved to pass the bill out favorably.  The motion passed unanimously.

S.B.   205     Assessment Area Revisions (C. Bramble)

 

Sen. Bramble moved to adopt the following amendment:

 

1.       Page 2, Lines 31 through 32:

           


                                       31   guaranty fund or reserve fund.

                                       32          (2) (a)    {In}    For assessment bonds, refunding assessment bonds, interim warrants, or bond anticipation notes sold after May 12, 2015, in   lieu of making payments under Subsection (1), a local entity may elect to

 

 

The motion passed unanimously.

S.B.   206     Utah Revised Business Corporation Act Amendments (C. Bramble)

 

Sen. Bramble explained the bill to the committee.

 

MOTION:   Sen. Bramble moved to pass the bill out favorably.  The motion passed

                     unanimously.

 

MOTION:  Sen. Davis moved to place the bill on the Consent Calendar.  The motion passed

                     unanimously.

H.B.   193    Continuing Education for General Contractor Licensing  (F. Gibson)

 

Rep. Gibson explained the bill to the committee.

 

Taz Biesinger, Utah Homebuilders Association, further clarified the bill and answered questions

from the committee.

Spoke against the bill:      Teri Paulsen, President, Contractors School

 

MOTION:   Sen. Henderson moved to pass the bill out favorably.  The motion passed unanimously.

 

MOTION:   Sen. Henderson moved to adjourn.  The motion passed unanimously.
