Chair Bramble called the meeting to order at 4:24 p.m.

 

MOTION:   Sen. Henderson moved to approve the minutes of the March 5, 2015 meeting.  The motion passed unanimously with Sen. Adams, Sen. Davis, Sen. Mayne, Sen. Okerlund and Sen. Weiler absent for the vote. 

  

S.B.   298     Interior Design Certification Amendments (L. Escamilla)

 

Sen. Escamilla explained the bill to the committee.

 

 MOTION:  Sen. Henderson moved to return the bill to the Rules Committee with a recommendation that it be submitted for interim study. The motion passed unanimously with Sen. Adams, Sen. Davis, Sen. Weiler and Sen. Mayne absent for the vote.

 

H.B.   372    Electrician Licensing Amendments (D. McCay)

 

Rep. McCay explained the bill to the committee.

 

MOTION:  Sen. Okerland moved to amend the bill as follows:

 

1.         Page 1, Lines 12 through 15: 

 


             12             authorizes a licensed master electrician, residential master electrician, journeyman

             13        electrician,   or residential journeyman electrician {, or apprentice electrician}     , who has met certain additional requirements,  to install,

             14        repair, or replace an alarm system without being licensed as an alarm business or

15                 company, or as an alarm company agent; and


 

 

2.        Page 4, Lines 96 through 99:

           


             96        system may also be performed by a person licensed under this chapter as a master electrician,

             97        residential master electrician, journeyman electrician,   or residential journeyman electrician  {, or

             98        apprentice electrician}    who has met the additional requirements described in Subsection (1)(t)  ;

99          (E) installation, repair, or replacement of an alarm system on a Subsection (1)(h)(i)

                                  165              (t)  a person engaged in the installation, repair, or replacement of an alarm system, who

                                  166      would ordinarily be subject to licensure as an alarm business or company or an alarm company

                                  167      agent, if the person :

                      (i)   is licensed under this chapter as a master electrician, residential master

                                  168      electrician, journeyman electrician,   or residential journeyman electrician {, or apprentice electrician.}    ; and

       (ii) has met the same fingerprint card requirements as an alarm company agent as described in Section 58-55-302 and as established by division rule. 

                                  169             (2)   A compliance agency as defined in Section 15A-1-202 that issues a building permit

S.B.   294     Transportation Network Company Amendments (J. S. Adams)

 

MOTION:  Sen. Adams moved to adopt 1st Sub. S.B. 294.  The motion passed unanimously with Sen. Mayne and Sen Weiler absent for the vote.

Rep. Hutchings explained the bill to the committee.

 

MOTION:  Sen. Henderson moved to adopt 2nd Sub. H.B. 40.  The motion passed unanimously.

 

Sen. Weiler assumed the Committee Chair.

 

MOTION:  Sen. Okerlund moved to pass the bill out favorably.  The motion passed unanimously with Sen. Bramble, Sen. Adams and Sen. Henderson absent for the vote.

 

S.B. 297       Protections for Religious Expression and Beliefs about Marriage, Family, or Sexuality (J. S. Adams)

 

MOTION:  Sen. Adams moved to adopt 2nd Sub. S.B. 297.  The motion passed unanimously with Sen. Bramble, Sen. Henderson, and Sen. Davis absent for the vote.

 

Sen. Adams explained the bill to the committee assisted by Robin F. Wilson, University of

Illinois, College of Law.

                                124               (ii) "Relative" means a government official's child, stepchild, adopted child, foster

                                125        child, parent, stepparent, adoptive parent, foster parent, brother, sister, brother-in-law,

                                126        sister-in-law, first cousin, grandparent,   grandchild, or stepgrandparent.

 

 

The motion passed unanimously.

                     unanimously.

 

H.B.   285     3rd Sub.     Building Code Review and Adoption Amendments (B. Wilson)

 

Rep. Wilson explained the bill to the committee.

                                266        [(6)] (7) (a)   [A] Except as provided in Subsection (7)(b), a legislative body of a

                                267        political subdivision may   {not}   enact an ordinance in the political subdivision's fire code that is

                                268        more restrictive [in its fire code requirements] than the State Fire Code:
