Chair Millner called the meeting to order at 2:45 pm.

 

S.B. 0038     School Funding Amendments   (Sen. Stephenson)

 

Sen. Stephenson explained the bill to the committee and proposed an amendment.

 

Spoke to the bill:         Mr. Howard Headlee, President, Utah State Charter School Board

                                    Ms. Angie Stallings, Associate Superintendent, Utah State of Education

                                   

Spoke for the bill:       Mr. Royce Van Tassell, Executive Director, Utah Association of Public Charter Schools

                                    Ms. Kim Frank, Executive Director, Utah Charter Network

                                    Mr. Hugh Matheson, Administrator, Utah Charter Advocates                     

 

MOTION:  President Niederhauser moved to amend the bill as follows:

1.         Page 1, Lines 20 through 22:     


             20             amends the definition of "district per pupil local revenues" to include current year

             21        estimates;   {and} 

            amends the allocation that a school district makes for resident students enrolled in a charter school; and   

             22             makes technical corrections.


 

2.         Page 4, Lines 100 through 103: 


                                100               (4) (a) (i)  A school district shall allocate a portion of school district revenues for each

                                101        resident student of the school district who is enrolled in a charter school on October 1 of the prior year   equal to

                                102        25% of the district per pupil local revenues  {.}    excluding the amount of revenues described in Subsection (1)(c)(iv) collected by the district   

                                103        (ii)  Nothing in this Subsection (4)(a) affects the school bond guarantee program

 

 The motion passed unanimously with Sen. Dabakis and Sen. Madsen absent for the vote.

 

MOTION:  Sen. Stevenson moved to pass the bill out favorably, as amended.  The motion passed unanimously with Sen. Dabakis and Sen. Madsen absent for the vote.

 

S.B. 0047 College Credit for Public Safety Officers   (Sen. Mayne)

 

Sen. Mayne explained the bill to the committee.

 

Spoke to the bill:         Dr. David L. Buhler, Commissioner of Higher Education, Utah System of Higher Education                               

 

MOTION:  Sen. Stephenson moved to pass the bill out favorably. Sen. Mayne explained that she was requesting the committee hold the bill because the issue had been resolved. Sen. Stephenson withdrew the motion.

 

Chair Millner relinquished the chair to Sen. Stephenson.

 

S.B. 0067     Partnerships for Student Success   (Sen. Millner)

 

Sen. Millner explained the bill to the committee.

Spoke for the bill:       Ms. Gina Butters, Roy High School Principal, Weber School District

                                    Ms. Cherie Wood, Mayor, City of South Salt Lake                          

 

MOTION:  President Niederhauser moved to pass the bill out favorably.  The motion passed unanimously with Sen. Urquhart absent for the vote.

 

S.B. 0051     Teacher Leader Role   (Sen. Millner)

 

Sen. Millner explained the bill to the committee.

 

MOTION:  Sen. Fillmore moved to amend the bill as follows:

 

1.         Page 2, Lines 38 through 46:     


                               38          (b)  may make rules that create an endorsement for a teacher leader.

                               39            {(4)  A teacher leader may not evaluate, under Chapter 8, Part 4, Educator Evaluations, a

                               40   teacher whom the teacher leader is currently assisting in training.} 

                               41            {(5)}    (4)   (a)  The board shall solicit recommendations from school districts

                                       regarding:

                               42          (i)  appropriate resources to provide a teacher leader; and

                               43          (ii)  appropriate ways to compensate a teacher leader.

                               44          (b)  The board shall report the board's findings and recommendations described in

                               45   Subsection   {(5)}    (4)  (a) to the Education Interim Committee on or before the committee's November

                               46   2016 interim meeting.

 

MOTION:  Sen. Fillmore moved to pass the bill as amended. The motion passed unanimously with President Niederhauser, Sen. Dabakis, Sen. Stevenson, and Sen Urquhart absent for the vote.

                                    Mr. Brad Asay, American Federation of Teachers of Utah

MOTION:  Sen. Fillmore moved to pass the amended bill out favorably.  The motion passed unanimously with President Niederhauser, Sen. Stevenson and Sen. Urquhart absent for the vote.

 

MOTION:  Sen. Stevenson moved to adjourn.  The motion passed unanimously with President Niederhauser, Sen. Dabakis, Sen. Stevenson, and Sen. Urquhart absent for the vote.

 

Sen. Stephenson adjourned the meeting at 4:24 p.m.
