Chair Vickers called the meeting to order at 4:01 p.m.

 

MOTION:  Sen. Christensen moved to approve the minutes of the January 29, 2016 meeting. The motion passed unanimously with Sen. Escamilla and Sen. Shiozawa absent for the vote.

 

Sen. Vickers relinquished the chair to Sen. Christensen.      

 

S.B. 56         Nurse Practice Act Amendments (Sen. E. Vickers)

 

Sen. Vickers explained the bill to the committee.

                                    Mr. David Gessel, Executive Vice President, Utah Hospital Association

MOTION:  Sen. Vickers moved to pass the bill out favorably. The motion passed unanimously

                     with Sen. Shiozawa absent for the vote.

 

Sen. Vickers resumed the chair.

 

S.B. 79   Child Welfare Revisions (Sen. A. Jackson)

 

MOTION:   Sen. Knudson moved S.B. 79 be replaced with 1st Sub S.B. 79, Child Welfare Revisions. The motion passed unanimously with Sen. Shiozawa absent for the vote.

 

Sen. Jackson explained the bill to the committee.

          MOTION:   Sen. Christensen moved to pass the bill out favorably. The motion failed with

                        Sen. Christensen, Sen. Knudson and Sen. Van Tassell voting in favor, and Sen. Escamilla, Sen. Shiozawa, and Sen. Vickers voting in opposition.

 

H.C.R. 2      Concurrent Resolution Recognizing the 40th Anniversary of the Utah Indoor Clean Air Act (Rep. P. Ray)

 

Rep. Ray explained the bill to the committee.

MOTION:  Sen. Christensen moved to pass the bill out favorably. The motion passed

                     unanimously

                 

S.B. 108          Birthing Center Amendments (Sen. D. Henderson)

 

MOTION:  Sen. Escamilla moved S.B. 108 be replaced with 1st Sub. S.B. 108, Birthing Center

                     Amendments. The motion passed unanimously.

 

Sen. Henderson explained the bill to the committee.

MOTION:  Sen. Knudson moved to pass the bill out favorably.

                      

          SUBSTITUTE MOTION:   Sen. Christensen moved to go to the next item on the agenda. The substitute motion failed with Sen. Christensen voting in favor.

 

          The original motion passed with Sen. Christensen and Sen. Shiozawa voting in opposition.

 

MOTION:  Sen. Christensen moved to adjourn. The motion passed unanimously.

 

Chair Vickers adjourned the meeting at 6:13 p.m.
