Chair Anderson called the meeting to order at 2:13 p.m.
MOTION: Rep. Cunningham moved to approve the minutes of the January 28, 2016, meeting. The motion passed unanimously with Rep. Barlow, Rep. Draxler, Rep. Fawson, Rep. Moss, and Rep. Anderegg absent for the vote.
Presentation from the Utah Transit Authority
Board Chair H. David Burton assisted by Chief Operating Officer Jerry Benson, and General Counsel Jayme Blakesley presented "Reforms and Path Forward for UTA." A handout "UTA Reforms & Path Forward" was provided to the committee. Mr. Burton further recognized board members in attendance.
H.B. 87 Clean Fuel Conversion Amendments (Rep. S. Handy)
Rep. Handy explained the bill to the committee with the assistance of Brian Wikle, from the Office of Legislative Fiscal Analyst.
MOTION: Rep. Westwood moved to replace H.B. 87 with 1st Substitute H.B. 87. The motion passed unanimously with Rep. Moss absent for the vote.
MOTION: Rep. Anderegg moved to pass 1st Substitute H.B. 87 out favorably. The motion passed with Rep. Christofferson, Rep. Fawson, and Rep. Lifferth voting in opposition. Rep. Moss was absent for the vote.
H.B. 127 License Plate Options (Rep. V. Peterson)
Rep. Peterson explained the bill to the committee and provided handouts to the committee:
"Licence Plate W/'God'", "License Plate Type", and "Special Group/Personalized Plates."

H.B. 156 Personalized License Plates Amendment (Rep. V. L. Snow)
Rep. Snow explained the bill to the committee with the assistance of Arnie Breitenbach, Citizen.
MOTION: Rep. Westwood moved to amend the bill as follows:

3641-1a-421 { or a veteran special group license plate as described in Section 41-1a-422 } ; and
The motion passed unanimously with Rep. Moss absent for the vote.
MOTION: Rep. Westwood moved to pass H.B. 156 out favorably as amended. The motion passed unanimously with Rep. Moss absent for the vote.
MOTION: Rep. Anderegg moved to place H.B. 156 on the Consent Calendar. The motion passed unanimously with Rep. Moss absent for the vote.
H.B. 167 Utah Law Enforcement Memorial Special Group License Plate (Rep. L. Perry)
Rep. Perry explained the bill to the committee.
