Chair Webb called the meeting to order at 3:51 p.m.

 

MOTION:       Rep. Ipson moved to approve the minutes of the February 2, 2016, meeting. The motion passed unanimously with Rep. Anderson, Rep. Pitcher, Rep. Thurston, Rep. Ward, and Rep. Powell absent for the vote.

 

Vice Chair Powell assumed the chair.

 

H.B. 285           Board of Examiners Meeting Notice Amendments (Rep. R. Chavez-Houck)

 

Rep. Chavez-Houck explained the bill to the committee assisted by John Dougall, Utah State Auditor.

 

MOTION:       Rep. Hemingway moved to pass H.B. 285 out favorably. The motion passed unanimously with Rep. Anderson and Rep. Pitcher absent for the vote.

 

MOTION:       Rep. Hemingway moved to place H.B. 285 on the Consent Calendar. The motion failed with Rep. Thurston voting in opposition.

H.B. 187           Animal Shelter Amendments (Rep. Johnny Anderson)

MOTION:       Rep. Thurston moved to amend the bill as follows:

The motion failed with Rep. Thurston voting in favor of the motion. Rep. Kennedy was absent for the vote.

H.B. 258           Solid Waste Amendments (Rep. C. Oda)

 

Rep. Oda explained the bill to the committee.

MOTION:       Rep. Coleman moved to amend the bill as follows:

 

 

1.    Page 4, Lines 117 through 118:            

 

117 (ii) used or recyclable metal, paper, plastic, glass, rubber, or a textile that is {  destined  }

118 {  for reuse or recycling  }  reused or recycled  as a valuable commercial commodity  , if it is shown that at least 50% of the material on hand is recycled within two calendar years  .

 

The motion passed unanimously with Rep. Anderson, Rep. Ipson, and Rep. Kennedy absent for the vote.

 

MOTION:       Rep. Ward moved to pass 1st Substitute H.B. 258 out favorably as amended. The motion passed unanimously with Rep. Anderson, Rep. Ipson, and Rep. Kennedy absent for the vote.

 

MOTION:       Rep. Thurston moved to place 1st Substitute H.B. 258 on the Consent Calendar. The motion passed unanimously with Rep. Anderson, Rep. Ipson, and Rep. Kennedy absent for the vote.

 

H.B. 248           Municipal Disconnection Amendments (Rep. M. Brown)
