Chair Vickers called the meeting to order at 2:05 p.m.

 

MOTION:  Sen. Christensen moved to approve the minutes of the February 16, 2016 meeting. The motion passed unanimously with Sen. Escamilla and Sen. Van Tassell absent for the vote.    

 

S.B. 154       Medicaid Accountable Care Organizations (Sen. J. S. Adams)

 

Sen. Adams explained the bill to the committee.

 

MOTION:   Sen. Christensen moved S.B. 154 be replaced with 1st Sub. S.B. 154, Medicaid Accountable Care Organizations. The motion passed unanimously with Sen. Escamilla and Sen. Van Tassell absent for the vote.

 

MOTION:   Sen. Christensen moved to amend the bill as follows:

1.         Page 3, Lines 75 through 80:     


                                       75          (b)  A mandated program change shall be included in the base budget for the Medicaid

                                       76          program   {during the first fiscal year following}    for   the fiscal year in which the Medicaid program

                                       77   {adopts}    adopted   the mandated program change.

                                       78          (c)  The mandated program change is not subject to the limit on the rate of growth in

                                       79   per-patient-per-month General Fund expenditures for the program established in Subsection

                                       80   (2)(e), until   {after the fiscal year designated in Subsection (4)(b).}    the fiscal year following the fiscal year in which the Medicaid program adopted the mandated program change.   

 

                        The motion passed unanimously with Sen. Escamilla and Sen. Van Tassell absent for the vote.

MOTION:  Sen. Christensen moved to pass the bill out favorably. The motion passed unanimously with Sen. Escamilla, Sen. Shiozawa, and Sen. Van Tassell absent for the vote.

 

H.B. 68S01  Post-exposure Blood Testing Amendments (Rep. E. Redd)

 

MOTION: Sen. Christensen moved to amend the bill as follows:

1.         Page 1, Lines 13 through 16:     


             13        This bill:

             14             allows   {an emergency service provider}    a law enforcement agency   to request a court order  on behalf of an emergency services provider   authorizing a blood

             15        sample from an individual if, during the course of performing the provider's duties,

             16        the provider is significantly exposed to the individual's bodily fluids.


 

2.         Page 2, Lines 37 through 38

House Committee Amendments

2-2-2016:     


                                      37      (2) (a)    {The petitioner}    A law enforcement agency   may submit  on behalf of the petitioner   by electronic or other means  Ĥ [and] an »Ĥ

                                      37a    ex parte request for

                                      38a     warrant ordering a blood draw from the respondent.

 

The motion passed unanimously with Sen. Escamilla and Sen. Van Tassell absent for the vote.

MOTION:  Sen. Shiowaza moved to pass the bill out favorably. The motion passed

                     unanimously.

H.B. 79S01     Nonpatient Cause of Action (Rep. K. McIff)

 

Sen. Vickers explained the bill to the committee.

MOTION:  Sen. Van Tassell moved to pass the bill out favorably. The motion passed

MOTION:  Sen. Vickers moved to place the bill on the Consent Calendar. The motion passed

                     unanimously.

H.B. 124S02   Monitoring Equipment in a Care Facility (Sen. T. Hawkes)

 

Rep Hawkes explained the bill to the committee.

 

MOTION:  Sen. Christensen moved to pass the bill out favorably. The motion passed

                     unanimously.

 

 MOTION:  Sen. Escamilla moved to adjourn. The motion passed unanimously.
