Chair Vickers called the meeting to order at 2:05 p.m.
MOTION: Sen. Christensen moved to approve the minutes
of the February 16, 2016 meeting. The motion passed unanimously with Sen.
Escamilla and Sen. Van Tassell absent for the vote.
S.B. 154 Medicaid Accountable Care Organizations (Sen. J. S. Adams)
Sen. Adams explained the bill to the committee.
MOTION: Sen. Christensen moved S.B. 154 be replaced with 1st Sub. S.B. 154, Medicaid Accountable Care Organizations. The motion passed unanimously with Sen. Escamilla and Sen. Van Tassell absent for the vote.
MOTION: Sen. Christensen moved to amend the bill as follows:

Page 3, Lines 75 through 80:
75 (b) A mandated program change shall be included
in the base budget for the Medicaid
76 program {during the first fiscal
year following} for the fiscal year
in which the Medicaid program
77 {adopts} adopted the mandated program change.
78 (c) The mandated program change is not subject to
the limit on the rate of growth in
79 per-patient-per-month
General Fund expenditures for the program established in Subsection
80 (2)(e),
until {after the
fiscal year designated in Subsection (4)(b).} the fiscal year following the fiscal year in
which the Medicaid program adopted the mandated program change.

the vote.

H.B. 68S01 Post-exposure Blood Testing Amendments (Rep. E. Redd)
MOTION: Sen. Christensen moved to amend the bill as follows:

an emergency services provider authorizing a blood
