Chair Millner called the meeting to order at 2:14 pm.
MOTION: Sen. Fillmore moved to approve the minutes from February 16, 2016. The motion passed unanimously with President Niederhauser, Sen. Dabakis, Sen. Madsen, and Sen. Urquhart absent for the vote.
H.B. 41 Fees for Supplemental Hours (Rep.
Eliason)
Rep. Eliason explained the bill to the committee.

MOTION: Sen. Urquhart moved to pass H.B. 41 to the Senate floor with a favorable recommendation. The motion passed with Sen. Fillmore and Sen. Madsen voting in opposition. President Niederhauser and Sen. Stevenson were absent for the vote.

Competency-based Learning Amendments (Sen.
Stephenson)
Sen. Stephenson explained the difference between S.B. 143 and 1st Substitute S.B. 143.
Chair Millner relinquished the chair to Sen. Urquhart.

School Grading Modifications (Sen.
Millner)
MOTION: Sen. Millner moved to delete S.B. 149 and replace it with 1st Sub. S.B. 149. The motion passed unanimously with President Niederhauser and Sen. Stevenson absent for the vote.
MOTION: Sen. Stevenson moved to pass out 1st Sub S.B. 149 with a favorable recommendation. The motion passed with Sen. Dabakis and Sen. Madsen voting in opposition. Sen. Fillmore was absent for the vote.

Resolution on Teacher Licensure Standards for the Twenty-first Century (Sen. Fillmore)
Sen. Fillmore explained the resolution to the committee.
