Chair Dayton called the meeting to order at 8:24 a.m.

 

MOTION:      Sen. Hinkins moved to approve the minutes of the February 9, 2016, meeting. The motion passed unanimously with Sen. Escamilla and Sen. Jackson absent for the vote.

1st Sub. S.B. 114         Municipal Utilities Amendments (Sen. J. Stevenson)

Sen. Stevenson explained the bill to the committee.

Spoke for the bill:        Roger Tew, Utah League of Cities and Towns

                                     Bob Stevenson, Mayor, Layton City

                                   

Spoke against the bill:  Ricky Hatch, Weber County Clerk Auditor

  George McEwen, City Councilmember, Centerville City

  Richard Brunst, Mayor, Orem City

                                      Matthew Laker, citizen, West Valley City

MOTION:   Sen Hinkins moved to pass the bill out favorably.  The motion passed with Sen. Dayton voting in opposition, and Sen. Escamilla absent for the vote.

S.B.  147         Revisor’s Technical Corrections to Utah Code (Sen. R.Okerlund)

Sen. Okerlund explained the bill to the committee.

MOTION:      Sen. Hinkins moved to pass the bill out favorably.  The motion passed unanimously with Sen. Escamilla absent for the vote.

MOTION:      Sen. Hinkins moved to place S.B. 147 on the Consent Calendar.  The motion passed unanimously with Sen. Escamilla absent for the vote.

S.B.  142         Improvement District Amendments (Sen. T. Weiler)

Sen. Weiler explained the bill to the committee.

MOTION:      Sen. Hinkins moved to replace S.B. 142 with 1st Sub. S.B. 142.  The motion passed                    unanimously with Sen. Jackson absent for the vote.

MOTION:      Sen. Hinkins moved to pass 1st Sub. S.B. 142 out favorably.  The motion passed unanimously with Sen. Jackson being absent for the vote.

S.B.  150         Metro Township Amendments (Sen. K. Mayne)   

Sen.  Mayne explained the bill to the committee with assistance from Patrick Reimherr, Director of Government Relations, Salt Lake County and Michael Jensen, Councilmember, Salt Lake Couty.

Spoke to the bill:   Nancy Carlson-Gotts, Vice-Chair Community Outreach, Millcreek Township

 

MOTION:      Sen. Hinkins moved to replace S.B. 150 with 2nd Sub. S.B. 150.  The motion passed unanimously with Sen. Jackson absent for the vote.

 

MOTION:      Sen. Hinkins moved to pass 2nd Sub. S.B. 150 out favorably.  The motion passed with Sen. Thatcher voting in opposition.

                                           

H.B.  81          Government Employees Insurance Offerings Amendments (Rep. M. Kennedy)

Rep. Kennedy explained the bill to the committee.

MOTION:      Sen. Hinkins moved to pass the bill out favorably. The motion passed unanimously.

MOTION:      Sen. Hinkins moved to place H.B. 81 on the Consent Calendar.  The motion passed unanimously.

 H.B.  95         Political Issues Committee Amendments (Rep. K. Powell)

Rep. Powell explained the bill to the committee.

MOTION:     Sen. Hinkins moved to pass the bill out favorably.  The motion passed unanimously.

MOTION:  Sen. Hinkins moved to adjourn.  The motion passed unanimously.
