Chair Ipson called the meeting to order at 8:07 a.m.
S.B. 42 Public Notice of Court Recording (Sen. K. Mayne) (Rep. J. Stanard)
Sen. Mayne explained the bill to the committee.
MOTION: Rep. Ray moved to pass S.B. 42 out favorably. The motion passed unanimously with Rep. Eliason and Rep. Roberts absent for the vote.
MOTION: Rep. Ray moved to place S.B. 42 on the Consent Calendar. The motion passed unanimously with Rep. Eliason and Rep. Roberts absent for the vote.
S.J.R. 10 Joint Resolution on Education for Law Enforcement Professionals (Sen. K. Mayne) (Rep. L. Perry)
Sen. Mayne explained the resolution to the committee.
MOTION: Rep. Ray moved to pass the resolution out favorably. The motion passed unanimously with Rep. Eliason and Rep. Roberts absent for the vote.

H.B. 286 Law Enforcement Traffic Safety Amendments (Rep. M. McKell)
Rep. McKell explained H.B. 286 to the committee.
MOTION: Rep. Ray moved to pass H.B. 286 out favorably. The motion passed unanimously with Rep. Peterson absent for the vote.
MOTION: Rep. Ray moved to place H.B. 286 on the Consent Calendar. The motion passed unanimously with Rep. Peterson absent for the vote.
H.B. 300 Body-worn Cameras for Law Enforcement Officers (Rep. D. McCay)
Rep. McCay explained H. B. 300 to the committee with the assistance of Jeff Hunt, Utah Media Coalition. Two handouts were provided: "Editorial: H.B.300 strikes proper balance on body-cam videos", and Sen. Thatcher/Rep. McCay comparison.
MOTION: Rep. Peterson moved to amend the bill as follows:

13863G-2-302(2)(d), the governmental entity, State Records Committee, local appeals board, or court shall consider

MOTION: Rep. Daw moved to further amend the bill as follows:
