Chair Madsen called the meeting to order at 8:16 a.m.

 

MOTION:  Sen. Weiler moved to approve the minutes of the February 18, 2016 meeting. The motion passed unanimously with Sen. Davis, Sen Escamilla and Sen. Urquhart absent for the vote.    

 

S.B. 162       Crime Victims Council Amendments (Sen. K. Van Tassell)

 

MOTION:   Sen. Hillyard moved to amend the bill as follows:

1.      Page 2, Lines 42 through 43:     


                                       42      (i)  a representative of Utah's Native American community appointed by the director of

                                       43the Division of Indian Affairs  after input from federally recognized tribes in Utah  ;

 

The motion passed unanimously with Sen. Davis, Sen. Escamilla and Sen. Urquhart absent for the vote.

 

Sen. Van Tassell explained the bill to the committee.

 

MOTION:  Sen. Thatcher moved to pass the bill out favorably. The motion passed unanimously with Sen. Davis, Sen. Escamilla and Sen. Urquhart absent for the vote.

 

MOTION:  Sen. Thatcher moved the bill be placed on the Consent Calendar. The motion passed

                     unanimously with Sen. Davis and Sen. Urquhart.

 

S.B. 94         Law Enforcement Use of Body Cameras (Sen. D. Thatcher)

 

Sen. Thatcher explained the bill to the committee.

MOTION:  Sen. Thatcher moved to pass the bill out favorably. The motion passed with Sen. Madsen voting in opposition and Sen. Hillyard absent for the vote.

 

S.B. 113       Subjecting a Minor to Sexual Material (Sen. T. Weiler)

 

MOTION:   Sen. Weiler moved S.B. 113 be replaced with 1st Sub. 113. The motion passed unanimously with Sen. Hillyard and Sen. Thatcher absent for the vote.

 

Sen. Weiler explained the bill to the committee.

 

MOTION:  Sen. Weiler moved to pass the bill out favorably. The motion passed unanimously with Sen. Hillyard and Sen. Thatcher absent for the vote.

 

S.B. 158       Juvenile Court and Child Abuse Amendments (Sen. W. Harper)

 

MOTION:   Sen. Weiler moved S.B. 158 be amended as follows:

1        Page 7, Lines 208 through 210: 


                                       208        (iii)  there have been repeated incidents of sexual contact between the two children; or

                                       209                (iv)  there is a disparity in chronological   {or developmental}   age of four or more years

                                       210        between the two children; or

 

The motion passed unanimously with Sen. Davis, Sen. Hillyard and Sen. Thatcher absent for the

vote.

 

Sen. Harper explained the bill to the committee.

                    

MOTION:  Sen. Weiler moved to pass the bill out favorably. The motion passed unanimously with Sen. Hillyard and Sen. Thatcher absent for the vote.

S.J.R. 13      Joint Resolution Amending Rules of Evidence (Sen. S. Urquhart)

 

Sen. Urquhart explained the bill to the committee.

 

MOTION:   Sen. Urquhart moved S.J.R. 13 be replaced with 1st Sub. S.J.R. 13. The motion passed unanimously with Sen. Hillyard and Sen. Thatcher absent for the vote.

MOTION:   Sen. Davis moved to adjourn. The motion passed unanimously with Sen. Hillyard, Sen. Thatcher and Sen. Weiler absent for the vote.
