Chair Dayton called the meeting to order at 8:11 a.m.

MOTION: Sen. Hinkins moved to approve the minutes of the February 17, 2016 meeting. The motion passed unanimously with Sen. Thatcher absent for the vote.

Chair Dayton relinquished the chair to Sen. Hinkins.

S.B. 172 Utah State Developmental Center Amendments (Sen. Dayton)

MOTION: Sen. Dayton moved to replace S.B. 172 with 1^st Sub. S.B. 172. The motion passed unanimously with Sen. Thatcher absent for the vote.

Sen. Dayton explained the bill to the committee with assistance from Carmen Pingree, Member, USOC Governing Body and Guy Thompson, Superintendent, Utah State Developmental Center.

MOTION: Sen. Dayton moved to pass 1^st Sub. S.B. 172 out favorably. The motion passed unanimously with Sen. Thatcher absent for the vote.

S.B. 156 State Facilities Amendments (Sen. Harper)

MOTION: Sen. Hinkins moved to replace S.B. 156 with 1^st Sub. S.B. 156. The motion passed unanimously with Sen. Thatcher absent for the vote.

Sen. Harper explained the bill to the committee.

MOTION: Sen. Hinkins moved to pass 1^st Sub. S.B. 156 out favorably. The motion passed unanimously.

S.B. 160 Federal Funds Budget Reserve Account (Sen. Harper)

MOTION: Sen. Hinkins moved to adopt amendment 1, dated February 18, 2016 5:02 PM, as follows:

1. Page 7, Lines 191 through 198:

191 (A) after making the transfer of General Fund revenue surplus to the Medicaid Budget

192 Stabilization Restricted Account, as provided in Section {63J-1-318} 63J-1-315 ;

193 (B) after making the transfer of General Fund revenue surplus to the General Fund

194 Budget Reserve Account, as provided in Section {63J-1-319} 63J-1-312 ;

195 (C) before transferring revenue from the General Fund revenue surplus to the State

196 Disaster Recovery Restricted Account under Section {63J-1-321} 53-2a-603 ;

197 (D) before earmarking revenue from the General Fund revenue surplus to the Industrial

198 Assistance Account under Section {63M-1-905} 63N-3-106 ;

222 provisions of {Section 63J-1-316} this section in order to respond to an event

described in Subsection (6)(a).

The motion passed unanimously.

Sen. Harper explained the bill to the committee.

Sen. Iwamoto explained the resolution to the committee.

MOTION: Sen. Jackson moved to pass the resolution out favorably. The motion passed unanimously with Sen. Dayton absent for the vote.

MOTION: Sen. Jackson moved to adjourn. The motion passed unanimously with Sen. Dayton absent for the vote.
