Chair Christensen called the meeting to order at 3:45 p.m.

MOTION:     Rep. Nelson moved to approve the minutes of the February 2, 2016, meeting. The motion passed unanimously with Rep. Hall, Rep. King, and Rep. Stratton absent for the vote.

H.B. 199         Uniform Real Property Transfer on Death Act (V. L. Snow)

Rep. Snow explained the bill to the committee.

Spoke to the bill:        Charles Evans, Utah Land Association

Spoke against the bill: Cameron Simone, State Recorders Office

MOTION:     Rep. Snow moved to hold the bill. The motion passed unanimously with Rep. Hall and Rep. Oda absent for the vote.

H.B. 101         Disabled Adult Guardianship Amendments (F. Cox)

Rep. Cox explained the bill to the committee.

MOTION:     Rep. Cox moved to replace H.B.101 with 1st Sub. H.B. 101. The motion passed unanimously with Rep. Hall and Rep. Oda absent for the vote.

MOTION:     Rep. Snow moved to hold 1st Sub. H.B 101. The motion failed, with Rep. Cutler, Rep. Greene, Rep. Hall, Rep. Oda, Rep. Stratton, and Rep. Nelson voting in opposition.

MOTION:     Rep. Greene moved to pass the bill out favorably. The motion passed with Rep. Stratton voting in opposition.

H.B. 179         Consensual Sexual Activity of a Minor (M. Nelson)

Rep. Nelson explained the bill.

MOTION:     Rep. Christensen moved to replace H.B.179 with 1st Sub. H.B.179. The motion passed unanimously.

MOTION:     Rep. Cutler moved to pass 1st Sub. H.B. 179 out favorably.

SUBSTITUTE

MOTION:     Rep. Greene moved to amend 1st Sub. H.B. 179 as follows:

1.    Page 2, Lines 27 through 28:   

27   (2) A person commits sexual abuse of a minor if the person is [seven] {  four  }  five  years or

The motion passed with Rep. Cutler, Rep. Stratton, and Rep. Nelson voting in opposition..

MOTION:     Rep. Hall moved to pass 1st Sub. H.B. 179 out favorably as amended. The motion passed unanimously with Rep. Cutler voting in opposition.
