Vice Chair Westwood called the meeting to order at 3:50 p.m.


MOTION:      Rep. Sandall moved to approve the minutes of the February 2, 2016, and February 4, 2016, meetings. The motion passed unanimously with Rep. Hawkes absent for the vote.


S.B. 67            Partnerships for Student Success (A. Millner)


Sen. Millner explained the bill to the committee. The handout, "Partnerships for Student Success," was distributed to the committee.

MOTION:                 Rep. Sandall moved to pass the bill out favorably. The motion passed unanimously with Rep. Spendlove absent for the vote.


Rep. Edwards assumed the chair.


1st Sub. H.B. 52        Office of Outdoor Recreation Amendments (P. Arent)


Rep. Westwood explained the bill to the committee.

 

MOTION:     Rep. DiCaro moved to amend the bill as follows:


1.         Page 6, Lines 158 through 165

 

158              (5) An infrastructure grant may only be awarded under this part:

          159    (a) for a project that is accessible to the general public; and

160              (b) subject to {  Subsection (6)  }  Subsections (6) and (7)  , if the grant recipient agrees to           provide matching funds

161    having a value equal to or greater than the amount of the infrastructure grant.

          162    (6) Up to 50% of the grant recipient match described in Subsection (5)(b) may be

          163provided through an in-kind contribution by the grant recipient, if  :

          (a)  approved by the executive

          164director after consultation with the director and the board {  .  }  ; and

          (b) the in-kind donation does not include real property.

          (7) An infrastructure grant may not be awarded under this part if the grant, or the grant recipient           match described in Subsection (5)(b), will be used for the purchase of real property or for the                    purchase or transfer of a conservation easement. 

165              Section 8. Appropriation.


The motion passed unanimously with Rep. Spendlove absent for the vote.


Brad Peterson, former Director, Office of Outdoor Recreation, answered questions from the committee.

 

MOTION:     Rep. Sandall moved to pass the bill out favorably. The motion passed unanimously with Rep. Spendlove absent for the vote.

 

MOTION:     Rep. Sandall moved to adjourn. The motion passed unanimously with Rep. Spendlove absent for the vote.
