Chair Dayton called the meeting to order at 4:06 p.m.

S.B 184 Procurement Code Modifications (Sen. Jenkins)

Sen. Jenkins explained the bill to the committee with the help of Kent D. Beers, Director for the Utah Division of Purchasing.

Spoke against the bill: Val Hale, Governor’s Office

MOTION: Sen. Hinkins moved to replace with 1^st Sub S.B.184. The motion passed unanimously with Sen. Thatcher absent for the vote.

MOTION: Sen. Hinkins moved to delay this bill. The motion passed with Sen. Thatcher being absent for the vote.

MOTION: Sen. Hinkins moved to accept the minutes from February 19, 2016. The motion passed unanimously with Sen. Thatcher being absent for the vote.

H.J.R. 10 Utah State Development Center Amendments (Rep. Kennedy)

Rep. Kennedy explained the bill to the committee.

MOTION: Sen. Hinkins moved to pass this bill out favorably. The motion passed unanimously.
