Chair Millner called the meeting to order at 8:08 a.m.

 

MOTION:  Chair Millner moved to approve the minutes of the February 19, 2016 meeting.  The motion passed unanimously with Sen. Madsen and Sen. Urquhart absent for the vote.   

 

H.B. 107      Early College High Schools (Rep. Peterson)

 

Rep. Peterson explained the substitute bill to the committee.

 

MOTION:  Sen. Millner moved to replace H.B. 107 with 1st Sub. H.B. 107. The motion passed unanimously with Sen. Madsen and Sen. Urquhart absent for the vote.

 

Spoke for the bill:       Ms. Kim Frank, Executive Director, Utah Charter Network

 

Spoke in opposition:   Ms. Robyn Bagley, Director, Utah Career Path High School

 

MOTION:  Sen. Madsen moved to table 1st Sub. H.B. 107.  The motion passed with Sen. Fillmore voting in opposition.

 

S.B. 176       Office of the State Board of Education Employment Amendments    

                     (Sen. Stephenson)

 

Sen. Stephenson explained the bill and the substitute bill to the committee.

 

MOTION:   Sen. Stephenson moved to replace S.B. 176 with 1st Sub. S.B. 176.  The motion passed unanimously with Sen. Madsen absent for the vote.

 

 

Spoke for the bill:       Ms. Jennifer Johnson, Second Vice-chair, Utah State Board of Education

                                    Mr. John Dougall, State Auditor, Utah State Auditor’s Office

 

Spoke in opposition:   Mr. Todd Losser, Executive Director, Utah Public Employees’ Association                                   

 

MOTION:  Sen. Fillmore moved to pass out 1st Sub. S.B. 176 favorably.  The motion passed with Sen. Dabakis voting in opposition. Sen. Madsen was absent for the vote.

 

Chair Millner relinquished the Chair to Sen. Urquhart.

 

S.B. 166       Utah Science, Technology, and Research Modifications    (Sen. Millner)

 

Sen. Millner explained the bill to the committee.

 

Spoke for the bill:       Mr. Greg Bell, Chairman of the Governing Authority, USTAR

                                    Mr. Dave Buhler, Commissioner, Utah System of Higher Education

                       

MOTION:  Sen. Fillmore moved to pass the bill out favorably.  The motion passed unanimously with Sen. Madsen absent for the vote.

 

S.B. 191       School Turnaround and Leadership Development Act Amendments

                     (Sen. Millner)

 

Sen. Millner explained the bill to the committee.

 

Spoke for the bill:       Dr. Sydnee Dickson, Interim State Superintendent, Utah State Office of   

                                    Education

 

Spoke to the bill:  Ms. Rita Heagen, Lobbyist, American Federation of Teachers -Utah

 

MOTION:  Sen. Millner moved to pass the bill out favorably. The motion passed unanimously with Sen. Dabakis and Sen. Madsen absent for the vote.

 

Sen. Millner resumed the chair.

 

H.B. 142      Agency Auditing Procedures for Education (Rep. Cutler)

 

Rep. Cutler explained the bill to the committee.

 

MOTION:  Sen. Fillmore moved to pass the bill out favorably. The motion passed unanimously with Sen. Dabakis and Sen. Madsen absent for the vote.

 

MOTION:  Sen. Fillmore moved to place the bill on the consent calendar. The motion passed unanimously with Sen. Dabakis and Sen. Madsen absent for the vote.

 

MOTION:  Sen. Urquhart moved adjourn. The motion passed unanimously with Sen. Dabakis and Sen. Madsen absent for the vote.

 

Chair Millner adjourned the meeting at 9:52 a.m.
