Vice Chair Sagers called the meeting to order at 8:05 a.m.

H.B. 372         Refiner and Importer Reporting Provisions (Rep. R. Ward)

Rep. Ward explained the bill to the committee.

Spoke against the bill:            Lee Peacock, Utah Petroleum Association

MOTION:     Rep. Perry moved to replace H.B. 372 with 1st Sub. H.B. 372. The motion passed unanimously with Rep. Duckworth, Rep. McKell, and Rep. Schultz absent for the vote.

MOTION:     Rep. Briscoe moved to pass 1st Sub. H.B. 372 out favorably. The motion failed with Rep. Briscoe voting in favor and Rep. Duckworth absent for the vote.

1st Sub. H.B. 360      Land Use Amendments (Rep. M. Brown)

Rep. Brown explained the bill to the committee.

MOTION:     Rep. McKell moved to replace 1st Sub. H.B. 360 with 2nd Sub. H.B. 360. The motion passed unanimously with Rep. Duckworth absent for the vote.

MOTION:     Rep. Perry moved to pass 2nd Sub. H.B. 360 out favorably. The motion passed unanimously with Rep. Duckworth absent for the vote.

MOTION:     Rep. Perry moved to place 2nd Sub. H.B. 360 on the Consent Calendar. The motion passed unanimously with Rep. Duckworth absent for the vote.

S.C.R. 8          Concurrent Resolution Approving the Test and Training Range Land Exchange (Sen. J. Stevenson)

Sen. Stevenson explained the resolution to the committee with the assistance of John Andrews, Chief Legal Counsel, School and Institutional Trust Lands Administration (SITLA), and Kim Christie, Deputy Director, SITLA. "SITLA-BLM Land Exchange -- Utah Test and Training Range Expansion" and "Utah Test and Training Range Enhancement/Cedar Mountain Wilderness Land Exchange" were distributed to the committee.

                                                Sterling Brown, Utah Farm Bureau

MOTION:     Rep. Handy moved to pass the resolution out favorably. The motion passed unanimously.

MOTION:     Rep. McKell moved to place S.C.R. 8 on the Consent Calendar. The motion passed unanimously.

H.B. 305         Water Rights and Resources Amendments (Rep. J. Briscoe)

Rep. Briscoe explained the bill to the committee. Boyd Clayton, and Todd Adams, deputy directors of the Division of Water Rights, answered questions from the committee. Dale Pierson, Rural Water Association of Utah, answered questions from the committee and spoke in support of the bill.

MOTION:     Rep. Perry moved to replace H.B. 305 with 2nd Sub. H.B. 305. The motion passed unanimously with Rep. McKell absent for the vote.

MOTION:     Rep. Handy moved to pass 2nd Sub. H.B. 305 out favorably. The motion passed unanimously with Rep. McKell and Rep. Schultz absent for the vote.

MOTION:     Rep. Perry moved to place 2nd Sub. H.B. 305 on the Consent Calendar. The motion passed unanimously with Rep. McKell and Rep. Schultz absent for the vote.

H.J.R. 2          Proposal to Amend Utah Constitution -- Right to Food (Rep. M. Roberts)

Rep. Robertson explained the resolution to the committee.

MOTION:     Rep. Perry moved to replace H.J.R. 2 with 1st Sub. H.J.R. 2. The motion passed unanimously with Rep. Schultz absent for the vote.

MOTION:     Rep. Duckworth moved to adjourn. The motion to adjourn passed unanimously with Rep. Schultz absent for the vote.
