Chair Perry called the meeting to order at 8:02 a.m.
MOTION: Rep. Duckworth moved to approve the minutes of the February 24, 2016 and February 26, 2016 meetings. The motion passed unanimously with Rep. Briscoe, Rep. Powell, and Rep. Sagers absent for the vote.
1st Sub. S.B. 110 Water Quality Amendments (Sen. D. Hinkins)
Sen. Hinkins explained the bill to the committee with the assistance of Leland Myers, Central Davis Sewer District. Questions from the committee were answered by Fred Finlinson, representing several sewer districts.

Spoke against the bill: Steve Glaser, citizen
MOTION: Rep. Briscoe moved to move to the next item on the agenda.
SUBSTITUTE
MOTION: Rep. McKell moved to pass the bill out favorably. The motion passed with Rep. Briscoe and Rep. Duckworth voting in opposition and Rep. Powell absent for the vote.
S.B. 134 Oil and Gas Conservation Account Amendments (Sen. R. Okerlund)
Sen. Okerlund explained the bill to the committee with the assistance of Ruland Gill, Chair, Board of Oil, Gas and Mining. Questions from the committee were answered by John Baza, Director, Division of Oil, Gas and Mining.
Spoke for the bill: Lee Peacock, Utah Petroleum Association
MOTION: Rep. Brown moved to pass the bill out favorably. The motion passed unanimously.
H.B. 315 Bee Keeping Amendments (Rep. K. McIff)
Rep. McIff explained the bill to the committee with the assistance of Dr. Jerry Bromenshenk, University of Montana. Rep. McIff invited the following to speak in support of the bill: Gaylon Yack, Yack Brothers Honey; Douglas Hawkes, beekeeper; Denise Hunsaker, citizen; and James Anderson, Honeyville Honey.

Rep. Cox explained the bill to the committee.

MOTION: Rep. McKell moved to replace H.B. 65 with 1st Sub. H.B. 65. The motion passed unanimously with Rep. Duckworth, Rep. Handy, and Rep. Schultz absent for the vote.
MOTION: Rep. Sandall moved to pass 1st Sub. H.B. 65 out favorably. The motion failed with Rep. Brown, Rep. McKell, Rep. Perry, and Rep. Sandall voting in favor and Rep. Schultz absent for the vote.
MOTION: Rep. McKell moved to adjourn the meeting. The motion passed unanimously with Rep. Schultz absent for the vote.
