Chair Anderson called the meeting to order at 9:02 a.m.

MOTION:       Rep. Draxler moved to approve the minutes of the February 26, 2016, meeting. The motion passed unanimously with Rep. Barlow, Rep. Cunningham, Rep. DiCaro, Rep. King, and Rep. Anderegg absent for the vote.

H.B. 389           Sanctuary City Liability Amendments (Rep. S. Eliason)

Rep. Eliason explained the bill to the committee.

Spoke against the bill:                 Marina Lowe, ACLU of Utah

MOTION:       Rep. Cunningham moved to proceed to the next item on the agenda. The motion passed with Rep. Christofferson, Rep. Fawson, and Rep. Lifferth voting in opposition.

S.B. 69              Children's Heart Disease Special Group License Plates (Sen. D. Hinkins) (Rep. Brad King)

Sen. Hinkins explained the bill to the committee and provided a handout, "Intermountain Healing Hearts".

Spoke for the bill:          Christina Davis, Intermountain Healing Hearts

MOTION:       Rep. Cunningham moved to pass S.B. 69 out favorably. The motion passed unanimously with Rep. Draxler absent for the vote.

MOTION:       Rep. Cunningham moved to place S.B. 69 on the Consent Calendar. The motion passed unanimously with Rep. Draxler absent for the vote.

Chair Anderson relinquished the chair to Vice Chair Anderegg.

S.J.R. 2             Joint Resolution Calling for the Repeal of the 17th Amendment (Sen. A. Jackson) (Rep. K. Ivory)

Sen. Jackson explained the resolution to the committee with the assistance of Rep. Ken Ivory.

MOTION:       Rep. Lifferth moved to pass S.J.R. 2 out favorably. The motion passed with Rep. King voting in opposition. Rep. Moss and Rep. Anderson were absent for the vote.

MOTION:       Rep. DiCaro moved to adjourn. The motion passed unanimously with Rep. Moss and Rep. Anderson absent for the vote.

Vice Chair Anderegg adjourned the meeting at 9:58 a.m.
