Chair Henderson called the meeting to order at 8:11 a.m.
MOTION: Sen. Dabakis moved to approve the minutes
of the February 26, 2016 meeting. The motion passed unanimously with Sen.
Harper and Sen. Stephenson absent for the vote.
S.B. 219 Fair Housing Act Amendments (Sen. T. Weiler)
Sen. Weiler explained the bill to the committee.
MOTION: Sen. Bramble moved to pass the bill out favorably. The motion passed unanimously with Sen. Harper and Sen. Stephenson absent for the vote.
MOTION: Sen. Bramble moved S.B. 219 be placed on the Consent Calendar. The motion passed unanimously.

MOTION: Sen. Bramble moved to amend the bill as
follows:

S.B. 222 Professional Licensing Amendments (Sen. J. S. Adams)
Sen. Adams explained the bill to the committee.
MOTION: Sen. Bramble moved to amend the bill as follows:
I.
Page 2, Lines 28 through 32:
28 (1) For purposes of this
section, "distance education" means instruction that occurs at a
location other than the school's campus and includes observation of an
esthetician performing licensed services.
(2) An applicant for licensure as an esthetics school
under Subsection 58-11a-302(13)
29 and an
esthetics school licensed under this chapter may offer up to {39} 35 % of its
total curriculum
30 online :
(a) for
instruction in theory; and
(b) in
accordance with standards adopted by nationally recognized accrediting
31 organizations .
(3) An applicant
for licensure as an esthetics school and an esthetics school licensed under
this chapter may provide distance education as approved by the division by
administrative rule, which rules shall require, at a minimum that:
(a) interactions with the instructor must be validated by
measureable participation, including clock hours, credit hour, or competency
based criteria;
(b) all
assessments that will be used for calculating a student's grade point average
must be executed while the student is physically on campus;
(c) the student
shall participate in learning activities while physically present at the
contracted campus at least once every 10 business days for the length of a
scheduled class day as outlined in the enrollment contract;
(d) all
transcripts or other documents, listing academic attainment received, must
identify the distance education component; and
(e) prior to
enrollment, students are provided with a disclaimer that academic achievement
earned via distance education may not be accepted for reciprocity or eligible
for licensure in other states .

H.B. 255 Condominium Ownership Act Amendments (Rep. M. Schultz)
MOTION: Sen. Bramble moved H.B. 255 be replaced with 1st Sub. H.B. 255, Condominium and Community Ownership Amendments. The motion passed unanimously.
