Chair Millner called the meeting to order at 8:19 a.m.

 

MOTION:  Sen. Fillmore moved to approve the minutes of the February 24, 2016 meeting.  The motion passed unanimously with Sen. Madsen, Sen. Stephenson, and Sen. Urquhart absent for the vote.   

 

H.B. 254S01 Resident Student Tuition Amendments (Rep. Poulson)

 

Rep. Poulson explained the bill to the committee.

MOTION: Sen. Stevenson moved to place the bill on the consent calendar. The motion passed unanimously, with Sen. Madsen, Sen. Stephenson, and Sen. Urquhart absent for the vote.

 

SCR 19 Concurrent Resolution on Education (Sen. Adams)

 

Sen. Adams explained the bill to the committee.

MOTION:  Sen. Fillmore moved to pass the bill out favorably.  The motion passed with

Sen. Dabakis voting in opposition. Sen. Stephenson was absent for the vote.

 

H.B. 200 Student Assessment Modifications Amendments (Rep. Poulson)

 

Rep. Poulson explained the bill to the committee.

S.B. 188 Higher Education Capital Facilities (Sen. Urquhart)

 

MOTION: Sen. Urquhart moved to replace S.B. 188 with 1st Sub. S.B. 188. The motion passed unanimously. Sen. Stephenson was absent for the vote.

 

Sen. Urquhart explained the bill to the committee.

MOTION:  Sen. Urquhart moved to pass the bill out 1st Substitute S.B. 188 favorably. The motion passed unanimously with Sen. Stephenson and Sen. Stevenson absent for the vote.

 

S.B. 232 Rescue Medication in Schools (Sen. Urquhart)

 

Sen. Urquhart explained the bill to the committee.

 

MOTION: Sen. Urquhart moved to amend the bill, as follows:

1.         Page 1, Lines 13 through 14:     


             13             defines terms;

            requires the Department of Health to develop a training program for the administration of seizure rescue medications;   

             14             requires a public school to provide training for the administration of a seizure rescue


 

2.         Page 2, Line 56 through Page 3, Line 65:          


             56        (2) (a)  A public school shall, after receiving a seizure rescue authorization:

             57        (i)  inform school employees of the opportunity to be a school employee volunteer; and

             58        (ii)  provide   the training   in administering a seizure rescue medication described in Subsection (2)(d)   to at least two school employee volunteers   {in administering seizure


                                    59     rescue medication}  .

                                    60             (b)  A public school shall allow all willing school personnel to receive the training

                                    61     described in Subsection (2)(a)(ii).

                                      62           (c)  A public school may not obstruct the identification or training of school employee

                                    63     volunteers.

   (d) The Department of Health shall, with input from the State Board of Education and a children's hospital, develop a training program for school employee volunteers in the administration of seizure rescue medications.   

                                       64            {(d)}    (e)    The following individuals may provide the training described in Subsection (2)(a)  (ii)  :

                                       65          (i)  a school nurse;
