Vice Chair Roberts called the meeting to order at 8:06 a.m.

 

MOTION:     Rep. Peterson moved to approve the minutes of February 17, 2016 and February 22, 2016. The motion passed unanimously with Rep. Eliason, Rep. McIff, Rep. Ray, Rep. Romero, and Rep. Tanner absent for the vote.

 

H.B. 214         Protective Order Modifications (Rep. D. Pitcher)


Rep. Pitcher explained the bill to the committee.

 

MOTION:     Chair Ipson moved to replace H.B. 214 with 2nd Substitute H.B. 214. The motion passed unanimously with Rep. McIff and Rep. Romero absent for the vote.

MOTION:     Rep. Daw moved to pass 2nd Substitute H.B. 214 out favorably. The motion failed with Rep. Hollins, Rep. Ray, Rep. Redd, Rep Tanner, and Rep. Roberts voting in opposition.


 

H.B. 401         Public Safety Amendments (Rep. B. Dee)


Rep. Dee explained the bill to the committee

 

MOTION:     Chair Ipson moved to pass H.B. 401 out favorably. The motion passed unanimously with Rep. McIff absent for the vote.

 

MOTION:     Chair Ipson moved to place H.B. 401 on the Consent Calendar. The motion passed unanimously with Rep. McIff absent for the vote.

 

H.B. 390         Law Enforcement Tracking Amendments (Rep. E. Hutchings)


Rep. Hutchings explained the bill to the committee.

 

MOTION:     Rep. Hutchings explained the bill to the committee.

 

MOTION:     Rep. Peterson moved to pass H.B. 390 out favorably. The motion passed unanimously with Rep. McIff absent for the vote.

 

MOTION:     Rep. Ray moved to place H.B 390 on the Consent Calendar. The motion passed unanimously with Rep. McIff absent for the vote.

 

S.B. 124          Gang Enhancement Provision Amendments (Sen. D. Thatcher) (Rep. P. Ray)


Sen. Thatcher explained the bill to the committee.

 

MOTION:     Rep. Daw moved to pass the bill out favorably. The motion passed unanimously.

 

MOTION:      Rep Eliason moved to place S.B. 124 on the Consent Calendar. The motion was withdrawn.

 

S.C.R. 5          Concurrent Resolution in Support of Law Enforcement Officers (Sen. A. Jackson) (Rep. M. Kennedy)


Sen Jackson explained the resolution to the committee.

 

MOTION:     Rep. Daw moved to amend the bill as follows:


 

1.    Page 2, Lines 37 through 38:   

 

37the thin blue line to turn on the officer's red and blue lights for up to one minute at 11:00 a.m.

38on the first day of every month of 2016  if it does not disrupt the normal flow of traffic  to honor all of our law enforcement officers lost this

 

SUBSTITUTE

MOTION:     Rep. Peterson moved to further amend the bill. The motion failed with Rep. Eliason, Rep. Peterson, Rep. Ray, Rep. Roberts, Rep. Tanner and Chair Ipson voting in opposition. The original motion to amend passed with Rep. Peterson voting in opposition.

 

MOTION:     Rep. Ray moved to pass the bill out favorably as amended. The motion passed with Rep. McIff, Rep. Peterson, and Rep. Redd voting in opposition.

 

MOTION:     Rep. Daw moved to adjourn the meeting. The motion passed unanimously.
