Chair Anderson called the meeting to order at 4:06 p.m.
MOTION: Rep. Anderegg moved to approve the minutes of the March 4, 2016, meeting. The motion passed unanimously with Rep. Barlow absent for the vote.
H.B. 471 Powersport Vehicle Franchise Amendments (Rep. M. Schultz)
Rep. Schultz explained the bill to the committee assisted by Jordan Garn, Alpha Power Sports.

MOTION: Rep. Anderegg moved to replace H.B. 471 with 1st Substitute H.B. 471. The motion passed unanimously.
MOTION: Rep. Cunningham moved to amend the bill as follows:
1. Page 3, Line 81 through Page 4, Line 88:
81 (13) "Relevant market area" means:
82 (a) for a powersport dealership in a county that has a population of less than 225,000:
83 [(a)] (i) the county in which [a] the powersport dealership exists or is to be established
84or relocated; and
85 [(b)] (ii) in addition to the county described in Subsection (13)(a)(i), the area within a
8615-mile radius from the site of the existing, new, or relocated dealership[.]; or
87 (b) for a powersport dealership in a county that has a population of 225,000 or more,
88the area within a { 15-mile } 10-mile radius from the site of the existing, new, or relocated dealership.
The motion passed unanimously.
MOTION: Rep. Cunningham moved to pass 1st Substitute H.B. 471 out favorably as amended. The motion passed with Rep. Lifferth voting in opposition.

MOTION: Rep. Anderegg moved to pass 1st Substitute S.B. 194 out favorably. The motion passed unanimously.

MOTION: Rep. Westwood moved to pass 1st Substitute S.B. 201 out favorably. The motion passed unanimously.
