Chair Ivory called the meeting to order at 10:18 a.m.
MOTION: Vice Chair Handy moved to adopt the minutes of the March 7, 2016 meeting. The motion passed unanimously, with Rep. Dee, Rep. Edwards, Rep. Grover, and Rep. Stratton absent for the vote.

Sen. Adams explained the bill, assisted by Jeff Larson, Regulation VP, Rocky Mountain Power.
MOTION: Rep. Handy moved to replace 3rd Substitute S.B. 115 with 4th Substitute S.B. 115. The motion passed unanimously, with Rep Dee, Rep. Grover, and Rep. Stratton absent for the vote.

MOTION: Rep. Edwards moved to replace 4th Substitute S.B. 115 with 5th Substitute H.B. 115. The motion failed, with Rep. Edwards and Rep. Hemingway voting in favor, and Rep. Dee absent for the vote.

MOTION: Rep. Arent moved to adopt Amendment 1 to 4th Substitute S.B. 115. The motion failed with Rep. Arent, Rep. Edwards, Rep. Hemingway, Rep. Stratton, and Rep. Tanner voting in favor.

MOTION: Rep. Hemingway moved to send the bill to the Rules Committee with a recommendation it be placed on the Master Study Resolution. The motion failed with Rep. Arent, Rep. Chew, Rep. Edwards, Rep. Hemingway, and Rep. Tanner voting in favor.

MOTION: Rep. Stratton moved to change "shall" to "may." The motion was withdrawn.

MOTION: The original motion passed, with Rep. Arent, Rep. Chew, Rep. Edwards, Rep. Hemingway, and Rep. Tanner voting in opposition.
MOTION: Rep. Handy moved to adjourn the meeting.
