Chair Henderson called the meeting to order at 5:18 p.m.

 

MOTION:  Sen. Dabakis moved to approve the minutes of the March 4, 2016 and March 7, 2016 meetings. The motion passed unanimously with Sen. Harper absent for the vote.

 

H.B. 190S03   Taxation of Foreign Income Amendments (B. Wilson)

 

This bill was not considered.

 

H.B. 193S01   Charter School Funding Amendments (Rep. K. Powell)

 

Rep. Powell explained the bill to the committee.

 

MOTION:   Sen. Stephenson moved to amend the bill as follows:

I.                    Page 14, Lines 408 through 411f

House Floor Amendments

3-3-2016:     


                               408 March 4, 2016, of the local school board's intent to increase the board local levy rate.

                               409        (d)    {A}    So long as the charter school levy rate does not exceed 25% of the charter school levy per district revenues, a   local school board may not increase a board local levy rate under this section if

                               410 the  Ĥ [sole] »Ĥ  purpose of increasing the board local levy rate is to  Ĥ [recapture]

                               410b      capture »Ĥ  Ĥ [revenue lost

                               410a       from] »Ĥ   the

                               411 Ĥ [decrease]   {adjustment}   »Ĥ    revenues assigned to the charter school levy through the adjustment  in a board local levy rate under Subsection (5)(a).

                               411a            Ĥ (e) Before a local school board   {increases}    takes action to increase   a board local levy rate under this section, the

                               411b      local school board shall:

                               411c       (i) prepare a written statement that attests that the local school board is   {not increasing the

                                411d      board local levy rate for the purpose of capturing the adjustment of the local school board's

                                411e       local levy rate under Subsection (5)(a)}    in compliance with Subsection (5)(d)  ;

                               411f       (ii) read the statement described in Subsection (5)(e)(i) during a local school board public

 

The motion passed unanimous with Sen. Harper absent for the vote.

MOTION:  Sen. Stephenson moved to pass the bill out favorably. The motion passed

                     unanimously with Sen. Davis absent for the vote.

Rep. Anderegg explained the bill to the committee.

MOTION:  Sen. Stephenson moved to pass the bill out favorably. The motion passed with Sen. Harper voting in opposition and Sen. Dabakis and Sen. Davis absent for the vote

 

The Chair adjourned the meeting.
