Chair McIff called the meeting to order at 4:40 p.m.
MOTION: Rep. Spendlove moved to approve the minutes of February 29, 2016, and March 1, 2016. The motion passed unanimously with Rep.Chavez-Houck absent for the vote.
S.B. 82 Child Welfare Modifications (Sen. W. Harper) (Rep. E. Redd)
Rep. Redd explained the bill to te committee with the assistance of Brent Platt, Division of Child and Family Services, and Dr. Brooks Keeshan, University of Utah School of Medicine.
MOTION: Rep. Kennedy moved to amend the bill as follows:
1. Page 5, Lines 123 through 129:
123 (2) As part of the evidence-informed or evidence-based safety and risk assessments, the
124division shall assess at least the following:
125 (a) threat { of harm to a child } to a child's safety ;
126 (b) protective capabilities of a { child's parent or guardian } parent or guardian, including the parent or guardian's readiness, willingness, and ability to plan for the child's safety ;
127 (c) a child's particular vulnerabilities;
128 (d) interventions required to protect a child; and
129 (e) likelihood of future harm to a child.
The motion passed unanimously.
MOTION: Rep. Ward moved to pass S.B. 82 out favorably, as amended. The motion passed unanimously.
S.B. 140S1 Home and Community Based Services Amendments (Sen. J. Iwamoto) (Rep. S. Barlow)
Sen. Iwamoto explained the bill to the committee.
Spoke to the bill: Rep. Stewart Barlow, Utah House of Representatives
Spoke for the bill: Joyce Dalcourt, legislative coalition for People with Disabilities
MOTION: Rep. Thurston moved to pass 1st Substitute S.B. 140 out favorably. The motion passed unanimously.
MOTION: Rep. Thurston moved to place the bill on the Consent Calendar. The motion passed unanimously.
S.B. 172S1 Utah State Developmental Center Amendments (Sen. M. Dayton)
Sen. Dayton explained the bill to the committee with the assistance of Guy Thompson, Superintendent, Utah State Developmental Center.

MOTION: Rep. Kennedy moved to pass S.B. 172S1 out favorably. The motion passed unanimously.
S.C.R. 9 Concurrent Resolution on the Public Health Crisis (Sen. T. Weiler) (Rep. C. Oda)
Sen. Weiler explained the resolution to the committee and distributed a handout, "Concurrent Resolution on the Public Health Crisis." Two video clips supporting the resolution were also presented.

Chair McIff recognized those from the public favoring the resolution by asking them for a silent "thumbs-up" vote.
MOTION: Rep. Redd moved to pass S.C.R. 9 out favorably. The motion passed unanimously.
MOTION: Rep. Hall moved to place the resolution on the Consent Calendar. The motion passed unanimously with Rep. Barlow and Rep. Thurston absent for the vote.
MOTION: Rep. Spendlove moved to adjourn the meeting. The motion passed unanimously with Rep. Barlow and Rep. Thurston absent for the vote.
Chair McIff adjourned the meeting at 5:50 p.m.
