Chair Fillmore called the meeting to order at 9:42 a.m.

MOTION: Sen. Jenkins moved to approve the minutes of the March 1, 2016 meeting. The motion passed unanimously.

Sen. Millner assumed the Committee Chair.

Rep. Edwards explained the bill to the committee.
