Chair Weiler called the meeting to order at 1:20 p.m.

MOTION: Sen. Mayne moved to approve the minutes of the February 24, 2016 meeting. The motion passed unanimously with Sen. Bramble and Sen. Dayton absent for the vote.

1^st Sub. H.B. 85 Attorney Fee Revisions (Rep. B. Greene)

Rep. Greene explained the bill to the committee:

Spoke against the bill: Mr. Adam Trupp, Director, Utah Association of Counties

Spoke to the bill: Mr. Joshua Daniels, Policy Analyst, Libertas Institute

MOTION: Sen. Dayton moved to pass the bill out favorably.

SUBSITTUTE MOTION: Sen. Bramble moved to go to the next item on the agenda. The motion passed with Sen. Dayton and Sen. Weiler voting in opposition and Sen. Davis absent for the vote.

1^st Sub. H.B. 290 Campaign Finance Reform Amendments (Rep. R. Spendlove)

Rep. Spendlove explained the bill to the committee:

MOTION: Sen. Thatcher moved to pass the bill out favorably. The motion passed unanimously with Sen. Davis absent for the vote.

MOTION: Sen. Bramble moved to adjourn. The motion passed unanimously. Chair Weiler adjourned the meeting at 1:53 p.m.
