Chair Vickers called the meeting to order at 8:00 a.m.
MOTION: Sen. Christensen moved to approve the minutes
of the March 4, 2016 meeting. The motion passed unanimously with Sen. Escamilla
and Sen. Van Tassell absent for the vote.
H.B. 437S03 Health Care Revisions (Rep. J. Dunnigan)

H.B. 332 Marriage License and Counseling Amendments (Rep. E. Redd)
Rep. Redd explained the bill to the committee.
MOTION: Sen. Christensen moved to amend the bill as follows:

Page 8, Line 240 through Page 9, Line 245:
240 (1) There is created within the General Fund a
restricted account known as the
241 "Marriage
Education Restricted Account."
242 (2) The restricted account shall be funded from
the fee collected by the county clerk in
243Subsection 17-16-21(2)(d).
244 (3) {The} Upon
appropriation, the restricted
account shall be used to fund, support, and promote education
245programs in accordance with Subsection 62A-1-120(8)(d).

H.B. 424 Coordination of Health Insurance Benefit
Amendments (Rep. N. Thurston)
MOTION: Sen. Christensen moved H.B. 424 be replaced with 1st Sub. H.B. 424, Coordination of Health Insurance Benefit Amendments. The motion passed unanimously.

the health care provider has contracts

H.B. 375S03 Prescription Drug Abuse Amendments (Rep. L. Christensen)
MOTION: Sen. Shiozawa moved to amend the bill as follows:

Page 2, Lines 51 through 52:
51 (a) A prescriber or dispenser of an opioid for individual outpatient
usage shall access and review
52 the database as necessary
in the prescriber's or dispenser's professional judgment and to achieve
the purpose of this chapter as described in Section 58-37f-201.

Page 3, Lines 81 through 82:
81 (3) Nothing in Section 58-37f-303 establishes a
minimum standard of care for
82 prescribers and dispensers .
