1.        Committee Business

 

Chair Anderson called the meeting to order at 8:47 a.m.


MOTION:  Sen. Harper moved to approve the minutes of the October 19, 2016, meeting. The motion passed unanimously. Sen. Mayne and Rep. Anderegg were absent for the vote.

 

2.       Point of The Mountain Development Commission (2016 H.B. 318)

 

Rep. Brad Wilson; Mr. Robert Grow, President and CEO, Envision Utah; and Mr. Christopher Conabee, Co-Chair, Point of the Mountain Development Commission, presented "Point of the Mountain Development Commission Report." They described their objectives and how they will evaluate proposals. They responded to questions from the committee.

 

3.       Class B & C Roads Fund

 

Chair Anderson explained 2016 4th Special Session H.B. 4002, "Class B and Class C Road Fund Amendments." He described the changes the draft legislation makes to the Utah Code as it relates to the class B and class C roads account. Mr. Cameron Diehl, Director of Governmental Relations, Utah League of Cities and Towns, and Mr. Lincoln Shurtz, Governmental Affairs Director, Utah Association of Counties, responded to questions from the committee regarding the draft legislation. Committee discussion followed.

 

4.       State Highway Systems Amendments (draft legislation)

 

Ms. Elizabeth Weight, Communications and Legislative Analyst, Utah Department of Transportation, presented "Proposed Additions and Deletions to State Highway System" and discussed draft legislation

 

 

"State Highway Systems Amendments" (2017FL-0761/002). She briefly described the new jurisdiction of several roads.

 

MOTION: Rep. Lifferth moved to approve draft legislation "State Highway Systems Amendments" as a committee bill. The motion passed unanimously.

 

5.       Department of Transportation Amendments (draft legislation)

 

Mr. Carlos Braceras, Executive Director, Utah Department of Transportation, explained draft legislation "Department of Transportation Amendments" (2017FL-0642/004).  He discussed the Utah Department of Transportation's process of hiring performance auditors as they related to a report given in the prior month's interim committee meeting. He discussed Class B and C road funds and how they will be allocated.

 

MOTION: Rep. Christofferson moved to approve draft legislation "Department of Transportation Amendments" as a committee bill. The motion passed unanimously.

 

6.       DUI Impound Fee Amendments (draft legislation)

 

Mr. Janak explained draft legislation "DUI Impound Fee Refund Amendments" (2017FL-0762/003). He responded to questions from the committee.

 

MOTION: Sen. Harper moved to approve draft legislation "DUI Impound Fee Amendments" as a committee bill. The motion passed unanimously. Sen. Adams was absent for the vote.

 

7.       High Priority Transportation Corridor Amendments (draft legislation)

 

Sen. Harper briefly discussed draft legislation "High Priority Transportation Corridor Amendments" (2017FL-0465/006). The committee took no action on the draft legislation.

 

8.       Road Classification Amendments (draft legislation)

 

Ms. Linda Hull, Director of Policy and Legislative Services, Utah Department of Transportation, explained draft legislation "Road Classification Amendments" (2017FL-0668/002). She described how state roads are classified in the Utah Code and how the system would be improved through the draft legislation.

 

MOTION: Sen. Van Tassell moved to approve draft legislation "Road Classification Amendments" as a committee bill. The motion passed unanimously. Sen. Adams was absent for the vote

 

9.       Specialized Plate Amendments (draft legislation)

 

Mr. Gasser explained draft legislation "Specialized Plate Amendments" (2017FL-0666/007). Sen. Harper gave further clarifications. They responded to questions from the committee.

 

MOTION: Sen. Van Tassell moved to approve draft legislation "Specialized Plate Amendments" as a committee bill. The motion passed unanimously. Sen. Adams was absent for the vote.

 

 

 

10.   School Bus Amendments (draft legislation)

 

Mr. Greg Willmore, Lieutenant, Utah Highway Patrol, discussed draft legislation "School Bus Inspections Amendments" (2017FL-0673/007). He described his role in the regular inspection of school buses. He responded to questions from the committee.

 

MOTION: Rep. Christofferson moved to approve draft legislation "School Bus Inspections Amendments" as a committee bill. The motion passed with Rep. Lifferth voting in opposition. Sen. Adams was absent for the vote.

 

11.   Unmanned Aircraft Revisions (draft legislation)

 

Sen. Harper and Rep. Christofferson described the efforts of the informal working group created during the May interim committee meeting in crafting draft legislation regarding unmanned aircraft systems. They outlined what the draft legislation intended to accomplish and responded to questions from the committee.

 

12.   Committee Business/Adjourn

 

Chair Anderson expressed his gratitude for having the opportunity to serve on the committee. Sen. Van Tassel acknowledged the students observing the proceedings of the meeting and thanked them for being in the audience.

 

MOTION:  Rep. Christofferson moved to adjourn the meeting. The motion passed unanimously.

Chair Anderson adjourned the meeting at 10:03 a.m.
