Chair Fillmore called the meeting to order at 4:04 p.m.

MOTION:     Sen. Christensen moved to approve the minutes from the January 24, 2017, and January 27, 2017, minutes. The motion passed with a vote of 6-0-2.

1. S.B. 123 State Developmental Center Dental Clinic (Dayton, M.)

Sen. Margaret Dayton presented the bill with the assistance of Mr. Guy Thompson, Superintendent, Utah State Development Center.

MOTION:     Sen. Vickers moved to pass S.B. 123 out favorably. The motion passed with a vote of 6-0-2.

2. S.B. 51 Dental Managed Care Amendments (Christensen, A.)

Sen. Allen M. Christensen explained the bill with the assistance of Dr. Darren Chamberlain, pediatric dentist.

Mr. Nate Checketts, Deputy Director, Utah Department of Health, spoke to the bill.

Mr. Frank Licari, Dean, Roseman University, spoke in favor of the bill.

Mr. Joe Ruiz, Group Vice President, Delta Dental, spoke in opposition to the bill.

Dr. Glen Hanson, Associate Dean, University of Utah School of Dentistry. spoke in favor of the bill.

Dr. Jason Mandelaris, pediatric dentist, spoke in opposition to the bill.

Ms. Clare Thomas, Program Manager, CommunityHealth Connect, spoke in favor of the bill.

Ms. Corina Lena, Program Manager, Premier Access, spoke to the bill.

Dr. A. J. Smith, Dentist, SLC, Assistant Dean, Clinical Care and Patient Relations, University of Utah, spoke in favor of the bill.

MOTION:     Sen. Knudson moved to pass S.B. 51 out favorably. The motion passed with a vote of 5-1-2.

3. S.B. 106 Psychology Interjurisdictional Compact (Shiozawa, B.)

Sen. Brian E. Shiozawa presented the bill with the assistance of Dr. Nanci Klein, clinical psychologist.

MOTION:     Sen. Shiozawa moved to pass S.B. 106 out favorably. The motion passed with a vote of 5-0-3.

4. S.B. 108 Emergency Administration of Epinephrine Amendments (Shiozawa, B.)

Sen. Brian E. Shiozawa explained the bill.

Mr. Travis Wood, Chairman of Board, Odyssey House, spoke in favor of the bill.

Ms. Michelle McOmber, Utah Medical Association, spoke in favor of the bill.

Ms. Eliana White, Select Health, spoke in favor of the bill.

MOTION:     Sen. Shiozawa moved to pass S.B. 108 out favorably. The motion passed with a vote of 5-0-3.

MOTION:     Sen. Shiozawa moved to adjourn. The motion passed with a vote of 5-0-3.

Chair Fillmore adjourned the meeting at 5:44 p.m.
