Vice Chair Sagers called the meeting to order at 4:09 p.m.

1. 1st Sub. H.B. 24 Student Prosperity Savings Program - Tax Amendments (Peterson, J.)

Rep. J. Peterson explained the bill.

MOTION:     Rep. Stanard moved to pass 1st Substitute H.B. 24 out favorably. The motion passed with a vote of 8-0-4.

2. H.B. 23 Income Tax Credit Modifications (Peterson, J.)

Rep. J. Peterson explained the bill.

Mr. Ryan Evans, Utah Solar Energy Association, spoke to the bill.

Mr. Craig Provost, spoke in opposition to the bill.

Mr. Alan Naumann spoke in opposition to the bill.

MOTION:     Rep. Lisonbee moved to replace H.B. 23 with 1st Substitute H.B. 23. The motion passed with a vote of 10-0-2.

MOTION:     Rep. Lisonbee moved to pass 1st Substitute H.B. 23 out favorably. The motion passed with a vote of 8-2-2.

3. H.B. 29 Energy Efficient Vehicle Tax Credit Amendments (Handy, S.)

Rep. Handy explained the bill assisted by Mr. James Campbell, Rocky Mountain Power.

Mr. Kevin Emerson, Utah Clean Energy, spoke in favor of the bill.

Mr. Paul Zuckerman spoke in favor of the bill.

Mr. Lincoln Shurtz, General Motors, spoke in favor of the bill.

Mr. Max Bradshaw, Leaders for Clean Air, spoke in favor of the bill.

MOTION:     Rep. Eliason moved to replace H.B. 29 with 3rd Substitute H.B. 29. The motion passed with a vote of 10-0-2.

Voting in the affirmative were:

4. H.B. 164 Municipal Enterprise Fund Amendments (Moss, J.)

Rep. J. Moss explained the bill.

Mr. Roger Tew, Utah League of Cities and Towns, spoke to the bill.

Mr. Craig Peterson, Mayor, Logan City, spoke in opposition to the bill.

Mr. Seth Perrins, City Manager, Spanish Fork City, spoke in opposition to the bill.

Sen. Howard Stevenson spoke in favor of the bill.

Mr. Richard Evans, spoke in favor of the bill.

Mr. Billy Hesterman, Utah Taxpayers Association, spoke in favor of the bill.

Ms.Heather Williamson, Americans for Prosperity Utah, spoke in favor of the bill.

MOTION:     Rep. Stanard moved to pass H.B. 164 out favorably. The motion passed with a vote of 6-3-3.

MOTION:     Rep. Eliason moved to adjourn. The motion passed with a vote of 9-0-3.

Vice Chair Sagers adjourned the meeting at 6:41 p.m.
