Chair McKell called the meeting to order at 2:04 p.m. and asked each committee member to introduce themselves.

1. H.B. 13 Uniform Fiduciary Access to Digital Assets Act (Snow, V. L.)

Rep. V. Lowry Snow presented 1st Substitute H.B. 13 with the assistance of Thomas Mecham, USB Estate Planning.

Danny Harris, AARP Utah, spoke for the bill.

MOTION:     Rep. Snow moved to replace H.B. 13 with 1st Substitute H.B. 13, Uniform Fiduciary Access to Digital Assets Act. The motion passed with a vote of 11-0-1.

Voting in the affirmative were:

McKell M, Snow V L, Coleman K, Cutler B R, Greene B, King Brian S, Lisonbee K, Pitcher D, Pulsipher S, Quinn T, Wheatley M

Absent was:

Ivory K

MOTION:     Rep. Pitcher moved to pass 1st Substitute H.B. 13, Uniform Fiduciary Access to Digital Assets Act, out favorably. The motion passed with a vote of 11-0-1.

2. H.B. 77 Fifth District Court Judge (Snow, V. L.)

Rep. V. Lowry Snow presented the bill with the assistance of Richard Schwermer, Assistant State Court Administrator. Richard Schwermer distributed a handout.

MOTION:     Rep. Cutler moved to pass H.B. 77, Fifth District Court Judge, out favorably. The motion passed with a vote of 11-0-1.
