Chair McKell called the meeting to order at 2:02 p.m.
MOTION: Rep. Cutler moved to approve the minutes of January 31 and February 1, 2017, meetings. The motion passed with a vote of 7-0-5.

1. H.B. 19 Civil Asset Forfeiture Reform Amendments (Greene, B.)

Scott Carver, Salt Lake County Sheriff's Office and Unified Police Department of Greater Salt Lake, spoke against the bill.
Tom Ross, Bountiful City Police Chief, representing Utah Chiefs of Police Association, spoke to the bill.
Marina Lowe, Legislative and Policy Counsel, ACLU of Utah, spoke in favor of the bill.
William Carlson, Salt Lake County District Attorney's Office, representing Statewide Association of Prosecutors, spoke in opposition to the bill.
Diane Anderson spoke in favor of the bill.
Connor Boyack, Libertas Institute, spoke in favor of the bill.
Nelson Abbott, Utah Association for Justice, spoke in favor of the bill.

MOTION: Rep. McKell moved to replace H.B. 19 with 1st Substitute H.B. 19. The motion passed with a vote of 12-0-0.
