Chair Ipson called the meeting to order at 4:04 p.m.

1. S.B. 128 Election Day Notification Amendments (Iwamoto, J.)

MOTION:     Sen. Iwamoto moved to replace S.B. 128 with 1st Substitute S.B. 128. The motion passed with a vote of 3-0-5.

Sen. Iwamoto explained the bill.

Ricky Hatch, Weber County Clerk, spoke in favor of the bill.

Rozan Mitchell, Ssalt Lake County Elections, spoke in favor of the bill.

Heather Anderson, Lobbyist, Utah Associations of Special Districts, spoke in favor of the bill.

MOTION:     Sen. Thatcher moved to pass 1st Substitute S.B. 128 out favorably. The motion passed with a vote of 6-0-2.

2. S.B. 116 Polling Location Amendments (Thatcher, D.)

MOTION:     Sen. Thatcher moved to replace S.B. 116 with 1st Substitute S.B. 116. The motion passed with a vote of 6-0-2.

Sen. Thatcher explained the bill.

Ricky Hatch, Weber County Clerk, spoke in favor of the bill.

Mark Thomas, Director of Elections, Lt. Governor's Office, spoke in favor of the bill.

MOTION:     Sen. Thatcher moved to pass 1st Substitute S.B. 116 out favorably. The motion passed with a vote of 6-0-2.

MOTION:     Sen. Thatcher moved to approve the minutes. The motion passed with a vote of 6-0-2.

Chair Ipson announced that S.B.133 would not be heard today.

3. H.B. 32 Assessment Area Act Amendments (Webb, R. C.)

Rep. Webb explained the bill.

MOTION:     Sen. Thatcher moved to amend H.B. 32 with Amendment #2 as follows:

1.    Page 7, Lines 186 through 190:      

186 (2) [The] Subject to Subsection (4)

187to calculate an assessment may be according to frontage, area, taxable value, fair market value,

188lot, parcel, number of connections, equivalent residential unit, or any combination of these

189methods, or any other method as the governing body considers appropriate to comply with

190Subsections (1)(a) and (b).

218 (4) A local entity that levies an assessment under this chapter for economic promotion

The motion passed with a vote of 6-0-2.

Cameron Deal, Utah League of Cities and Towns, spoke in favor of the bill.

MOTION:     Sen. Thatcher moved to pass H.B. 32 out favorably as amended. The motion passed with a vote of 6-0-2.

4. H.B. 39 Local Officer Amendments (Webb, R. C.)

Rep.Webb explained the bill.

Cameron Diehl, Utah League of Cities and Towns, spoke in favor of the bill.

Fionnuala Kofoed, City Recorder for Eagle Mountain, spoke in favor of the bill.

MOTION:     Sen. Dayton moved to pass H.B. 39 out favorably. The motion passed with a vote of 5-0-3.

MOTION:     Sen. Dayton moved to place H.B. 39 on the Consent Calendar. The motion passed with a vote of 6-0-2.

5. H.B. 16 Voting Revisions (Daw, B.)

Rep. Daw explained the bill.

Justin Lee, Deputy Director of Elections, Lt. Governor's Office, spoke to the bill.

MOTION:     Sen. Hinkins moved to pass H.B. 16 out favorably. The motion passed with a vote of 6-0-2.

MOTION:     Sen. Hinkins moved to adjourn. The motion passed with a vote of 6-0-2.
