Chair Stephenson called the meeting to order at 2:13 p.m.

MOTION:     Sen. Hemmert moved to approve the minutes of the January 26, 2017 meeting. The motion passed with a vote of 5-0-3.

1. S.B. 24 Natural Gas Heavy Duty Tax Credit Amendments (Hemmert, D.)

Sen. Daniel Hemmert explained the bill.

Ms. Rebecca Rockwell, Commissioner, Utah State Tax Commission, spoke in favor of the bill.

Mr. Bryce Bird, Director, Utah Division of Air Quality, spoke to the bill.

MOTION:     Sen. Hemmert moved to pass S.B. 24 out favorably. The motion passed with a vote of 6-1-1.

2. S.B. 110 Sales Tax Collection Amendments (Bramble, C.)

MOTION:     Sen. Bramble moved to replace S.B. 110 with 1st Substitute S.B. 110. The motion passed with a vote of 7-0-1.

Sen. Curtis S. Bramble explained the bill.

Mr. Roger Tew, Utah League of Cities and Towns, spoke in favor of the bill.

Ms. Evelyn Everton, State Director, Americans for Prosperity, spoke in opposition to the bill.

Mr. Mark Griffin, Overstock.com, spoke in opposition to the bill.

Mr. Lane Beattie, President, Salt Lake Chamber spoke in favor of the bill.

Mr. Arie Van De Graaff, Legislative Analyst, Utah Association of Counties, spoke in favor of the bill.

Mr. Scott Hymas, CEO, RC Wiley, spoke in favor of the bill.

Mr. Gary Thorpe, eBay, spoke against the bill.

Mr. Jonathan Perry, President, Vest Pocket Business Coalition, spoke in favor of the bill.

Mr. Spencer Nitz, Research Analyst, Utah Taxpayer Association, spoke in favor of the bill.

Ms. Carol Elliott, Small Business Owner, spoke in favor of the bill.

Mr. Dave Davis, President, Utah Retailer Merchant Association, spoke in favor of the bill.

MOTION:     Sen. Bramble moved to pass 1st Substitute S.B. 110 out favorably. The motion passed with a vote of 7-0-1.

3. H.B. 18 Motor Vehicle Business Licensing Amendments (Coleman, K.)

Rep. Kim Coleman explained the bill.

Mr. John Valentine, Chairman, Utah State Tax Commission, spoke to the bill.

MOTION:     Sen. Harper moved to pass H.B. 18 out favorably. The motion passed with a vote of 6-0-2.

MOTION:     Sen. Fillmore moved to adjourn. The motion passed with a vote of 7-0-1.

Chair Stephenson ajourned the meeting at 3:51 PM.
