Vice Chair Christofferson called the meeting to order at 4:02 p.m.

Chair Schultz discussed Utah transportation issues.

Mr. Dave Millheim, City Manager, Farmington commented on topics from the January 31, 2017 meeting.

1. H.B. 152 Transportation Funding Revisions (Sandall, S.)

Rep. Sandall explained the bill with the assistance of Mr. Lincoln Shurtz, Governmental Affairs Director, Utah Association of Counties and Ms. Linda Hull, Policy and Legislative Affairs Director, Utah Department of Transportation.

Mr. Cameron Diehl, Director of Government Relations, Utah League of Cities and Towns, spoke in favor of the bill.

Mr. Lincoln Shurtz, Governmental Affairs Director, Utah Association of Counties spoke in favor of the bill.

MOTION:     Rep. Westwood moved to amend H.B. 152 with Amendment #1.

1.    Page 1, Lines 13 through 15:

 The motion passed with a vote of 9-1-2.

MOTION:     Rep. Schultz moved to pass H.B. 152 as amended out favorably.

SUBSTITUTE MOTION:   Vice Chair Christofferson moved to amend H.B. 152 .

MOTION WITHDRAWN: Vice Chair Christofferson withdrew his motion.

MOTION:     Rep. Schultz moved to pass H.B. 152 as amended out favorably. The motion passed with a vote of 10-1-1.

2. H.B. 210 Flashing Brake Light Revisions (Handy, S.)

Rep. Handy explained the bill with the assistance of Mr. Chadwick Fairbanks, Owner, Bridge of the Gap LLC.

MOTION:     Rep. Westwood moved to pass H.B. 210 out favorably. The motion passed with a vote of 10-0-2.

MOTION:     Rep. Schultz moved to place H.B. 210 on the Consent Calendar. The motion passed with a vote of 10-0-2.

3. S.B. 25 Motor Carrier Amendments (Van Tassell, K.)

Sen. Van Tassell explained the bill.

MOTION:     Rep. Knotwell moved to pass S.B. 25 out favorably. The motion passed with a vote of 11-0-1.

4. S.B. 26 Transportation Divisions and Structure Amendments (Harper, W.)

Sen. Harper explained the bill.

MOTION:     Rep. Westwood moved to pass S.B. 26 out favorably. The motion passed with a vote of 10-0-2.

5. S.B. 38 Specialized License Plate Amendments (Harper, W.)

Sen. Harper explained the bill.

MOTION:     Rep. Fawson moved to pass S.B. 38 out favorably. The motion passed with a vote of 10-0-2.

6. S.B. 39 Road Classification Amendments (Harper, W.)

Sen. Harper explained the bill.

MOTION:     Rep. Fawson moved to pass S.B. 39 out favorably. The motion passed with a vote of 10-0-2.

7. 1st Sub. S.B. 41 State Highway System Amendments (Harper, W.)

Sen. Harper explained the bill.

MOTION:     Rep. Moss moved to amend 1st Substitute S.B. 41 with Amendment #1.

The motion passed with a vote of 10-0-2.
