Chair Schultz called the meeting to order at 2:05 p.m.

1. H.B. 56 Accessible Parking Amendments (Stratton, K.)

Rep. Keven J. Stratton explained the bill.

Mr. Thomas Cantrell, citizen, spoke in favor of the bill.

Mr. Andrew Riggle, Public Policy Advocate, Disability Law Center spoke in favor of the bill.

Mr. George Chapman, citizen, spoke in favor of the bill.

Mr. Andy Curry, Executive Director, Roads to Independence spoke in favor of the bill.

Ms. Christine Passey, Coordinator for Disability Rights/Special Projects, Salt Lake City spoke in favor of the bill.

Mr. John Valentine, Chairman, Utah State Tax Commission spoke to the bill.

Ms. Joyce Dolcourt, Chairman, Legislative Coalition for People with Disabilities spoke in favor of the bill.

MOTION:     Rep. Fawson moved to move to the next agenda item H.B. 56. The motion passed with a vote of 11-0-1.

2. H.B. 134 Emissions Testing Amendments (Arent, P.)

Rep. Patrice M. Arent explained the bill with the assistance of Ms. Ashley Soltysiak, Policy Director, Healthy Environment Alliance of Utah and Mr. Bryce Bird, Director, Utah Division of Air Quality.

Ms. TaCara Detevis, citizen, spoke in favor of the bill.

Mr. Iain Hueton, Vice-Chair, Weber City Air Quality Advisory Committee spoke in favor of the bill.

Ms. Denni Cawley, Executive Director, Utah Physicians for a Healthy Environment spoke in favor of the bill.

Mr. Corbin Anderson, Council of Local Environmental Health Administrators spoke in favor of the bill.

Mr. David W. Spence, Deputy Director, Davis County Health Department spoke in favor of the bill.

Ms. Ashley Miller, Breathe Utah spoke in favor of the bill.

Mr. Ray Kimber, citizen, spoke in favor of the bill.

Mr. Blake Quinton, citizen, spoke in favor of the bill.

MOTION:     Rep. Fawson moved to replace H.B. 134 with 1st Substitute H.B. 134. The motion passed with a vote of 10-0-2.

MOTION:     Rep. Fawson moved to pass 1st Substitute H.B. 134 out favorably. The motion passed with a vote of 10-0-2.

3. S.C.R. 2 Concurrent Resolution on Air Ambulance Providers (Harper, W.)

Sen. Wayne A. Harper explained the resolution.

MOTION:     Rep. Westwood moved to pass S.C.R. 2 out favorably. The motion passed with a vote of 9-0-3.

MOTION:     Rep. Fawson moved to adjourn. The motion passed with a vote of 10-0-2.

Chair Schultz adjourned the meeting at 3:25 p.m.
