Chair Fillmore called the meeting to order at 2:11 p.m.

MOTION:     Sen. Escamilla moved to approve the minutes of the January 31, 2017 meeting. The motion passed with a vote of 4-0-4.

1. S.B. 135 Maternal and Child Health (Escamilla (Robles), L.)

MOTION:     Sen. Escamilla moved to replace S.B. 135 with 1st Substitute S.B. 135. The motion passed with a vote of 4-0-4.

Sen. Luz Escamilla explained the bill.

Ms. Shiela Walch McDonald, Legislative Liaison, Department of Health, spoke in favor of the bill.

Ms. Diane Forster-Burke, Utah Nurses Association, spoke in favor of the bill.

Dr. Bill Cosgrove, Pediatrician, spoke in favor of the bill.

MOTION:     Sen. Escamilla moved to pass 1st Substitute S.B. 135 out favorably. The motion passed with a vote of 7-0-1.

Voting in the affirmative were:

2. S.J.R. 8 Joint Resolution Encouraging Study to Reduce Fall-related Injuries (Iwamoto, J.)

Sen. Jani Iwamoto explained the bill.

Sheila Walsh-McDonald, Legislative Liaison, Department of Health, spoke in favor of the bill.

MOTION:     Sen. Escamilla moved to pass S.J.R. 8 out favorably. The motion passed with a vote of 5-1-2.

3. H.C.R. 3 Concurrent Resolution Recognizing and Remembering the Forgotten Patients of the Utah State Hospital (Redd, E.)

Mr. Dallas Earnshaw, CEO, Superintendent, Utah State Hospital, spoke in favor of the bill.

MOTION:     Sen. Escamilla moved to pass H.C.R. 3 out favorably. The motion passed with a vote of 7-0-1.
