Chair Peterson called the meeting to order at 2:20 p.m.

1. H.B. 91 County Commission Election Amendments (Thurston, N.)

Rep. Thurston presented the bill.

Mr. Lincoln Shurtz, Utah Association of Counties, spoke to the bill.

MOTION:     Rep. Daw moved to replace H.B. 91 with 2nd Substitute H.B. 91. The motion passed with a vote of 9-0-1.

MOTION:     Rep. Arent moved to pass 2nd Substitute H.B. 91 out favorably. The motion passed with a vote of 9-0-1.

2. H.B. 93 Judicial Nominating Process Amendments (Nelson, M.)

Rep. Nelson presented the bill.

Mr. John Baldwin, Executive Director, Utah State Bar, spoke in opposition to the bill.

Mr. Ron Gordan, Executive Director, Commission on Criminal and Juvenile Justice, spoke in opposition to the bill.

Ms. Marina Low, Legislative Counsel, American Civil Liberties Union of Utah, spoke in opposition to the bill.

MOTION:     Rep. Thurston moved to hold H.B. 93.

SUBSTITUTE MOTION:   Rep. Sanpei moved to pass H.B. 93 out favorably. The motion passed with a vote of 5-4-1.

3. H.B. 194 Federal Grants Management Amendments (Fawson, J.)

Rep. Justin Fawson presented the bill with the assistance of Jonathan Ball, Director, Office of the Legislative Fiscal Analyst.

Ms. Jennifer Johnson, former finance chair, State Board of Education, spoke in favor of the bill.

MOTION:     Rep. Thurston moved to pass H.B. 194 out favorably.

Sheila Walsh McDonald, Legislative Liaison, Utah Department of Health, spoke to the bill.

Rep. Thurston withdrew his motion.

MOTION:     Rep. Thurston moved to amend H.B. 194 with Amendment #1 as follows:

       This bill takes effect October 1, 2017.  

The motion passed with a vote of 8-0-2.

MOTION:     Rep. Thurston moved to pass H.B. 194 out favorably. The motion passed with a vote of 8-1-1.

4. H.B. 22 Nomination Petition Amendments (Greene, B.)

Rep. Brian Greene presented the bill.

Mr. Ryan Cowley, Weber County Elections Director, spoke to the bill.

MOTION:     Rep. Arent moved to replace H.B. 22 with 1st Substitute H.B. 22. The motion passed with a vote of 7-0-3.

MOTION:     Rep. Arent moved to pass 1st Substitute H.B. 22 out favorably.

Rep. Arent withdrew her motion.

MOTION:     Rep. McCay moved to hold 1st Substitute H.B. 22. The motion passed with a vote of 8-0-2.

5. H.B. 160 Campaign Contribution Solicitation Amendments (Arent, P.)

Rep. Arent presented the bill.

MOTION:     Rep. Daw moved to pass 1st Substitute H.B. 160 out favorably. The motion passed with a vote of 9-0-1.

MOTION:     Rep. Chavez-Houck moved to place H.B. 160 on the Consent Calendar. The motion failed with a vote of 8-1-1.

6. H.B. 158 State House Boundary Amendments (Peterson, J.)

Chair Peterson presented the bill.

MOTION:     Rep. Perry moved to pass H.B. 158 out favorably.

SUBSTITUTE MOTION:   Rep. McCay moved to hold H.B. 158. The motion failed with a vote of 4-5-1.

Rep. Perry's original motion to pass H.B. 158 out favorably failed with a vote of 4-5-1.

MOTION:     Rep. McCay moved to adjourn. The motion passed with a vote of 9-0-1.

Chair Peterson adjourned the meeting at 4:02 p.m.
