Chair Pitcher called the meeting to order at 2:12 p.m.

MOTION:     Rep. Hall moved to approve the minutes. The motion passed with a vote of 7-0-6.

1. H.B. 163 Municipality Per Diem Amendments (Hall, C.)

Rep. Hall explained the bill with the assistance of Mr. Van Christensen, Financial Audit Director, Utah State Auditor's Office, Ms. Kate Bradshaw, Lobbyist, Intermountain Power Agency, and Mr. Richard Beckstead, Accounting Operations Manager, Utah State Division of Finance.

MOTION:     Rep. Webb moved to pass H.B. 163 out favorably. The motion passed with a vote of 10-0-3.

2. H.B. 218 Poll Location Amendments (Hall, C.)

Rep. Hall explained the bill with the assistance of Mr. Justin Lee, Deputy Director of Elections, Lieutenant Governor's Office and Mr. Arie Van De Graaff, Legislative Analyst, Utah Association of Counties.

Ms. McKayla Skinner, Family Policy Resource, spoke to the bill.

MOTION:     Rep. Kwan moved to pass H.B. 218 out favorably. The motion passed with a vote of 10-0-3.

MOTION:     Rep. Ward moved to place H.B. 218 on the Consent Calendar. The motion passed with a vote of 10-0-3.

3. H.B. 186 Local Government Official Residency Amendments (Perry, L.)

Rep. Perry explained the bill. 

Mr. Justin Lee, Deputy Director of Elections, Lieutenant Governor's Office, spoke in favor of the bill.

MOTION:     Rep. Roberts moved to pass H.B. 186 out favorably.

SUBSTITUTE MOTION:   Rep. Ward moved to amend H.B. 186 with Amendment #1.

60   (4) (a) [Each] Except as provided in Subsections (4)(b)(ii) and (iii), each elected officer

61of a municipality shall maintain

62the officer's term of office.

71   (iii) is absent from the municipality any time during the officer's term of office for a

72continuous period of more than 60 days without the consent of the municipal legislative body[,

73the municipal office is automatically vacant.];

74   (iv) fails to respond to a request from the county clerk or the lieutenant governor

75relating to a determination of the elected officer's residency within 30 days after the day on

76which the elected officer receives the request

(v) maintains a principal place of residence, as that term is defined in Section 20A-2-105, outside of the municipality.  

 The motion passed with a vote of 10-0-3.

MOTION:     Rep. Roberts moved to pass H.B. 186 as amended out favorably. The motion passed with a vote of 10-0-3.

MOTION:     Rep. Ward moved to adjourn. The motion passed with a vote of 10-0-3.
