Chair Sagers called the meeting to order at 3:12 p.m.

MOTION:     Rep. Quinn moved to approve the minutes of the February 2, 2017 meeting. The motion passed with a vote of 7-0-5.

1. H.J.R. 7 Proposal to Amend Utah Constitution – Active Military Property Tax Exemption (Peterson, V.)

Rep. V. Peterson explained the bill.

MOTION:     Rep. Moss moved to pass H.J.R. 7 out favorably. The motion passed with a vote of 7-0-5.

MOTION:     Rep. Moss moved to place H.J.R. 7 on the Consent Calendar. The motion passed with a vote of 7-0-5.

2. H.B. 258 Veterans Tax Amendments (Peterson, V.)

Rep. V. Peterson explained the bill.

MOTION:     Rep. Froerer moved to pass H.B. 258 out favorably. The motion passed with a vote of 7-0-5.

MOTION:     Rep. Froerer moved to place H.B. 258 on the Consent Calendar. The motion passed with a vote of 7-0-5.

3. 3rd Sub. H.B. 29 Energy Efficient Vehicle Tax Credit Amendments (Handy, S.)

Rep. Handy explained the bill.

Mr. Kevin Emerson, Utah Clean Energy, spoke in favor of the bill.

Rep. Eliason assumed the chair.

SUBSTITUTE MOTION:   Rep. Quinn moved to replace 3rd Substitute H.B. 29 with 4th Substitute H.B. 29. The motion passed with a vote of 9-0-3.

MOTION:     Rep. Lisonbee moved to pass 4th Substitute H.B. 29 out favorably.

SUBSTITUTE MOTION:   Rep. Briscoe moved to go to the next item on the agenda. The motion passed with a vote of 9-0-3.

4. H.B. 244 General Fund Budget Reserve Account Amendments (Ivory, K.)

MOTION:     Rep. Moss moved to pass H.B. 244 out favorably. The motion passed with a vote of 9-0-3.

5. H.B. 224 Specie Legal Tender Amendments (Ivory, K.)
