Chair Kennedy called the meeting to order at 4:03 p.m.

1. H.B. 146 Partial Filling of a Schedule II Controlled Substance Prescription (Barlow, S.)

Rep. Barlow presented the bill.

MOTION:     Rep. Kennedy moved to replace H.B. 146 with 1st Substitute H.B. 146. The motion passed with a vote of 11-0-1.

MOTION:     Rep. Daw moved to pass 1st Substitute H.B. 146 out favorably.

Rep. Daw withdrew his motion.

MOTION:     Rep. Redd moved to go to the next item on the agenda. The motion passed with a vote of 11-0-1.

2. H.B. 175 Opioid Abuse Prevention and Treatment Amendments (Eliason, S.)

Rep. Steve Eliason presented the bill with the assistance of Dr. Glen Hanson, University of Utah SOD/Addiction Center, Dr. Melissa Cheng, University of Utah School of Medicine, and Mr. Jeff Sperry, student at the University of Utah.

Ms. Michelle McOmber, Utah Medical Association, spoke in favor of the bill.

MOTION:     Rep. Ray moved to pass H.B. 175 out favorably. The motion passed with a vote of 12-0-0.

3. S.B. 61 Students with Disabilities Accommodations Funding (Davis, G.)

Sen. Gene Davis presented the bill.

MOTION:     Rep. Daw moved to return S.B. 61 to the Rules Committee for assignment to another committee. The motion passed with a vote of 11-0-1.

4. H.B. 146 Partial Filling of a Schedule II Controlled Substance Prescription (Barlow, S.)

Rep. Stewart Barlow presented the bill.

MOTION:     Rep. Daw moved to amend 1st Substitute H.B. 146 with Amendment #1.

0.    Page 2, Lines 36 through 38:   

36   (3) A prescription for a Schedule II controlled substance for a patient other than a

37patient described in Subsection (2) may be partially filled

       (a)  

38rules made under Subsection (5)

       (b)  at the request of the practitioner who issued the prescription, or the patient  

 The motion passed with a vote of 11-0-1.

MOTION:     Rep. Miles moved to pass 1st Substitute H.B. 146 out favorably. The motion passed with a vote of 11-0-1.

MOTION:     Rep. Ray moved to place 1st Substitute H.B. 146 on the Consent Calendar. The motion passed with a vote of 11-0-1.

5. S.B. 85 Amendments to Child Welfare (Harper, W.)

Rep. Stewart Barlow presented the bill.

Ms. Charri Brummer, Deputy Director, Division of Child and Family Services, spoke to the bill.

MOTION:     Rep. Ward moved to pass S.B. 85 out favorably.

SUBSTITUTE MOTION:   Rep. Thurston moved to adjourn.

POINT OF ORDER: Rep. Chavez-Houck pointed out that motions should not be taken during a vote on a motion. Chair Kennedy ruled that the substitute motion was not accepted during a vote on a motion.

Rep. Thurston's substitute motion to adjourn passed with a vote of 12-0-0.

The meeting adjourned at 5:12 p.m.
