1. H.B. 146 Partial Filling of a Schedule II Controlled Substance Prescription (Barlow, S.)


Rep. Barlow presented the bill.

 

MOTION:     Rep. Kennedy moved to replace H.B. 146 with 1st Substitute H.B. 146. The motion passed with a vote of 11-0-1.

Rep. Steve Eliason presented the bill with the assistance of Dr. Glen Hanson, University of Utah SOD/Addiction Center, Dr. Melissa Cheng, University of Utah School of Medicine, and Mr. Jeff Sperry, student at the University of Utah.


Ms. Michelle McOmber, Utah Medical Association, spoke in favor of the bill.


MOTION:     Rep. Ray moved to pass H.B. 175 out favorably. The motion passed with a vote of 12-0-0.

36   (3) A prescription for a Schedule II controlled substance for a patient other than a

37patient described in Subsection (2) may be partially filled

SUBSTITUTE MOTION:   Rep. Thurston moved to adjourn.


POINT OF ORDER: Rep. Chavez-Houck pointed out that motions should not be taken during a vote on a motion. Chair Kennedy ruled that the substitute motion was not accepted during a vote on a motion.


Rep. Thurston's substitute motion to adjourn passed with a vote of 12-0-0.
