Chair Buxton called the meeting to order at 2:07 p.m.

MOTION:     Sen. Anderegg moved to approve the minutes of February 9, 2017. The motion passed with a vote of 5-0-2.

1. S.B. 198 Utah Communications Authority Amendments (Harper, W.)

MOTION:     Sen. Harper moved to replace S.B. 198 with 1st Substitute S.B. 198. The motion passed with a vote of 5-0-2.

Sen. Harper explained the bill.

Scott Wolford, Weber County Dispatch Center spoke in opposition to the bill.

Tom Ross, Bountiful Police Chief spoke to the bill.

MOTION:     Sen. Van Tassell moved to hold 1st Substitute S.B. 198. The motion failed with a vote of 1-4-2.

Tina Matthieu spoke for the bill with the assistance of John Inch Morgan, Executive Director, Valley Emergency Center.

MOTION:     Sen. Anderegg moved to pass 1st Substitute S.B. 198 out favorably. The motion passed with a vote of 5-1-1.

2. S.B. 182 Public Transportation Safety Oversight Amendments (Mayne, K.)

Sen. Mayne explained the bill, assisted by Carlos Braceras, Director, Department of Transportation.

Carlos Braceras spoke in favor of the bill.

MOTION:     Sen. Mayne moved to amend S.B. 182 with Amendment #2. The motion passed with a vote of 6-0-1.

MOTION:     Sen. Anderegg moved to recess. The motion passed with a vote of 6-0-1.

Rep. Christofferson explained the bill.

Thad Levar, Public Service Commission further explained the bill.

MOTION:     Sen. Mayne moved to pass H.B. 59 out favorably. The motion passed with a vote of 5-0-2.

MOTION:     Sen. Mayne moved to place H.B. 59 on the Consent Calendar. The motion passed with a vote of 5-0-2.

MOTION:     Sen. Harper moved to adjourn. The motion passed with a vote of 5-0-2.
