MINUTES OF THE HOUSE EDUCATION STANDING COMMITTEE

Chair Peterson called the meeting to order at 3:51 p.m.

MOTION:     Rep. Fawson moved to approve the minutes of the February 2, 2017 meeting. The motion passed with a vote of 7-0-7.

1. H.B. 137 Public Education Curriculum Requirements (Stratton, K.)

Rep. Keven J. Stratton explained the bill.

Ms. Kursten Mason, teacher, spoke in favor of the bill and distributed a document titled, "What is actually being taught in the classroom?"

Ms. Nicholeen Peck, foster parent, spoke in favor of the bill.

Dr. Jeremy Boberg, Licensed Social Worker and Founder, Utah Addiction Centers, spoke in favor of the bill and distributed a document titled, " Summary of Findings from TPP Program Grantees."

Ms. Laura Bunker, Family Policy Resource, spoke in favor of the bill and distributed four documents regarding preventing sexual abuse.

Dr. Sydnee Dickson, State Superintendent of Public Instruction, Utah State Board of Education spoke to the bill.

Ms. Amy Winder-Newton, Prevent Child Abuse Utah Board Members, spoke in opposition to the bill and distributed a document titled, "Prevent Child Abuse."

Ms. Jennie Earl, Principles of Freedom Forum, spoke in favor of the bill.

Ms. Kristin Parry, citizen, spoke in opposition to the bill.

Ms. Britta Schugk, citizen, spoke in favor of the bill.

Dr. Kristine Campbell, physician, spoke in opposition to the bill.

Mr. Nick Pond, educator, spoke in favor of the bill.

Ms. Deondra Brown, Foundation for Survivors of Abuse, spoke in opposition to the bill and distributed a handout regarding child sexual abuse.

MOTION:     Rep. Poulson moved to move on to the next item on the agenda.

Rep. Last moved to call the question and then withdrew the motion.

Rep. Poulson's motion to move on to the next item on the agenda passed with a vote of 11-3-0.

2. H.B. 215 Reproductive Health Education and Services Amendments (King, B. S.)

Rep. Brian S. King explained the bill.

MOTION:     Rep. Moss moved to replace H.B. 215 with 2nd Substitute H.B. 215. The motion passed with a vote of 13-0-1.

Dr. Frank Powers, family medicine physician, spoke in favor of the bill.

MOTION:     Rep. Moss moved to pass 2nd Substitute H.B. 215 out favorably.

Rep. Noel moved to call the question but then withdrew his motion. 

                        Rep. Moss's motion to pass 2nd Substitute H.B. 215 out favorably failed with a                         vote of 2-12-0.

MOTION:     Rep. McCay moved to adjourn. The motion passed unanimously.
