Vice Chair Coleman called the meeting to order at 3:13 p.m.
1. H.B. 168 Kindergarten Supplemental Enrichment Program (Snow, V. L.)
Rep. V. Lowry Snow explained the bill and distributed a handout titled, "Optional Extended-Day Kindergarten Washington County School District Pre- and Post-Assessment Summary 2015-2016"
Dr. Rich Nye, Deputy Superintendent, Utah State Board of Education spoke in favor of the bill.
Ms. Natalie Grange, Assistant Superintendent of Financial Operations, Utah State Board of Education spoke in favor of the bill.
Dr. Ryan Hassan, pediatrician, spoke in favor of the bill.
Ms. Abby Albrecht, Public Policy Area Director, Salt Lake Chamber of Commerce spoke in favor of the bill.
Ms. Christine Cooke, Education Policy Analyst, Sutherland Institute, spoke in favor of the bill.
Dr. Sara Jones, Utah Education Association, spoke in favor of the bill.
Ms. Kara Sherman, Utah PTA Health Commissioner, spoke in favor of the bill.
MOTION: Rep. Snow moved to replace H.B. 168 with 1st Substitute H.B. 168. The motion passed with a vote of 10-0-4.

2. H.C.R. 9 Concurrent Resolution Encouraging Consideration of a Later School Day Start for High School (Moss, C.)
Rep. Carol Spackman Moss explained the concurrent resolution and distributed a document titled, "Utah should look hard at starting school later."
