Rep. Sandall presented the bill.
Ms. Linda Gillmor, Governor's Office of Economic Development, answered questions from the committee.
Ms. Kate Rubalcava, Utah Nonprofit Association, spoke in favor of the bill.
MOTION: Rep. Romero moved to replace H.B. 219 with 1st Substitute H.B. 219. The motion passed with a vote of 9-0-1.
