Chair Vickers called the meeting to order at 8:20 a.m.

MOTION:     Sen. Escamilla moved to approve the minutes of the February 8, 2017 meeting. The motion passed with a vote of 5-0-3.

1. S.C.R. 8 Health Care Freedom Concurrent Resolution (Hemmert, D.)

Sen. Hemmert explained the bill.

Mr. Stan Rasmussen, Sutherland Institute, spoke in favor of the bill.

Mr. Paul Tsosie, Attorney, Confederated Tribes of Goshute, spoke to the bill.

Ms. Jesse Mandle, Voices of Utah Children, spoke to the bill.

Mr. Micah Vorwaller, Health Policy Analyst, Utah Health Policy Project, spoke against the bill.

Mr. Andrew Riggle, Disability Law Center, spoke to the bill.

MOTION:     Chair Fillmore moved to pass S.C.R. 8 out favorably. The motion passed with a vote of 5-2-1.

Sen. Fillmore resumed the chair.

2. S.C.R. 9 Concurrent Resolution Concerning the Oral Health Care of Utah's At-risk Populations (Knudson, P.)

Sen. Knudsen explained the bill.

Sen. Knudson noted a conflict of interest due to his work for the University of Utah School of Dentistry.

MOTION:     Sen. Knudson moved to pass S.C.R. 9 out favorably. The motion passed with a vote of 8-0-0.

3. S.J.R. 12 Joint Resolution Designating Post-traumatic Stress Injury Awareness Day (Knudson, P.)

Sen. Knudson explained the bill.

Ms. Sarah Johnson spoke in favor of the bill.

MOTION:     Sen. Knudson moved to pass S.J.R. 12 out favorably. The motion passed with a vote of 8-0-0.

MOTION:     Sen. Shiozawa moved to place S.J.R. 12 on the Consent Calendar. The motion passed with a vote of 8-0-0.

4. H.B. 61 Pharmacy Service for Discharged Hospital Patients (Redd, E.)

Rep. Redd explained the bill.

Ms. Michelle McOmber, Chief Exeuctive Officer, Utah Medical Association, spoke in favor of the bill.

MOTION:     Sen. Vickers moved to pass H.B. 61 out favorably. The motion passed with a vote of 8-0-0.

MOTION:     Sen. Vickers moved to place H.B. 61 on the Consent Calendar. The motion passed with a vote of 8-0-0.

5. 1st Sub. H.B. 66 Opiate Overdose Response Act Amendments (Moss, C.)

Rep. Moss explained the bill.

Ms. Michelle McOmber, Chief Executive Officer, Utah Medical Association, spoke in favor of the bill.

MOTION:     Sen. Escamilla moved to pass 1st Substitute H.B. 66 out favorably. The motion passed with a vote of 7-0-1.

6. H.B. 227 Emergency Medical Service System Amendments (Gardiner, A.)

Rep. Gardiner explained the bill.

MOTION:     Sen. Christensen moved to pass H.B. 227 out favorably. The motion passed with a vote of 7-0-1.

MOTION:     Sen. Christensen moved to place H.B. 227 on the Consent Calendar. The motion passed with a vote of 7-0-1.

7. H.B. 154 Telehealth Amendments (Ivory, K.)

Rep. Ivory presented the bill with the assistance of Ms. Laura Bunker, Family Policy Resources.

MOTION:     Sen. Christensen moved to amend H.B. 154 with Amendment #5.

1.    Page 4, Lines 104 through 106:      

104 (1) "Asynchronous store and forward transfer" means the transmission of a patient's

105health care information from an originating site to a provider at a distant site

106connection that complies with state and federal security and privacy laws  

2.    Page 12, Lines 349 through 352:    

349 (7) A practitioner treating a patient through telehealth services, as described in Title 26,

350Chapter 59, Telehealth Act, may not issue a prescription through electronic prescribing for a

351drug or treatment to cause an abortion

352mother would be endangered without an abortion  

The motion passed with a vote of 5-2-1.

Ms. Michelle McOmber, Chief Executive Officer, Utah Medical Association spoke in favor of the bill, but expressed concern with Amendment #5.

MOTION:     Sen. Vickers moved to move to the next item on the agenda. The motion passed with a vote of 7-0-1.

8. H.B. 60 Deaf and Hard of Hearing Amendments (Thurston, N.)

Rep. Thurston explained the bill.

MOTION:     Sen. Christensen moved to pass H.B. 60 out favorably. The motion passed with a vote of 7-0-1.

MOTION:     Sen. Shiozawa moved to place H.B. 60 on the Consent Calendar. The motion passed with a vote of 7-0-1.

MOTION:     Sen. Christensen moved to adjourn. The motion passed with a vote of 7-0-1.

Chair Fillmore adjourned the meeting at 9:50 a.m.
